East Moline superintendent, Rauner critic earned $209,000 in 2015

East Moline School District 37 Superintendent Kristin Humphries, one of 12 superintendents who sent a critical letter to Gov. Bruce Rauner, demanding he support tax increases and more state borrowing because “we are not spending enough” on public schools, himself earned $208,868 in 2015.

That included a $140,200 base salary, $40,550 in retirement and other benefits, and seven paid weeks off.

Only 86 percent of East Moline School District 37 students failed the statewide “PARCC” standardized exam in 2015, Humphries’ sixth year with the district, which includes Glenview Middle School, Bowlesburg Elementary School, Hillcrest Elementary School, Ridgewood Elementary School and Wells Elementary School.

Bowlesburg was the best-performing school in the district, with an 82 percent PARCC failure rate. Hillcrest was the worst-performing, with 93 percent of students failing the exam.

East Moline SD 37 spent $11,076 per student in 2014, $5,051 (45 percent) of which came from state and federal taxpayer (non-local) subsidies. In contrast, Chicago’s Public Schools (CPS) spent $15,120 per student and received $7,711 (51 percent) from non-local subsidies.

Seventy-five percent of CPS students failed the PARCC exam.

In contrast, Western Springs School District 101 in west suburban Chicago spent $9,608 per student in 2014, $778 of which came from non-local subsidies. Just 26 percent of its students failed the PARCC exam.

Humphries was the only Quad Cities-area superintendent to sign the letter, which calls on Rauner to support measures to take money from districts such as Western Springs and redistribute it to districts he says need more money, like Chicago.

“We expect the Governor of the entire state to rise above political games to put all of our children’s futures before politics,” the letter wrote.

Humphries ranked fifth among nine Rock Island County superintendents in 2015 compensation.

David Moyer of Moline-Coal Valley Community Unit School District 40 ($273,081), Michael Oberhaus of Rock Island School District 41 ($251,980), Jay Morrow of United Township High School District 30 ($232,515) and Thomas Berg of Hampton School District 29 ($227,769) all earned more than Humphries.

Oberhaus and Morrow both receive eight weeks paid vacation.
