East Moline Park and Recreation board deliberates on resignation, appointment of member

The East Moline Park and Recreation board met Wednesday, Feb. 17.

The East Moline Park and Recreation board includes nine members who serve two-year, staggered terms. The board oversee all matters related to the creation, preparation and management of both public parks and recreation programs in the community.

Stombaugh called the meeting to order at 6:30 pm in the East Moline City Annex Conference Room.

Present Present: Ald. Almb Ald. Almblade, B.Anderson, Z Bergland, B.Anderson, Z Bergland, B.Stombaugh, Stombaugh, Ald. Westbrook Westbrook.(Alternate) (Alternate)

Absent: C.Braggs, R. Cervantes, E. Gay, W.Verschoore

Guests: Will Johnson, EMSSC Equip & Field Mgr

Not enough members for Quorum

Secretary’s Report: January minutes reviewed but no action. Treasurer’s Report: No report

Guest: Mr. Johnson introduced himself and wanted to watch proceedings and assist in any way possible on Jacobs Park

issues.

Reports from Partnering Organizations:

1) No Items presented

Old Business

1. Resignation of Board Member Theresa Berg.: Stombaugh discussed his conversation with Berg and advised she

will not reconsider.

2. New Board Member: Zack Bergland welcomed as new member.

3. Continued lack of Treasurer’s Reports. Stombaugh contacted Vorschoore and express concern about the lack of

attendance with the new meeting dates, the boards desire to retain her services, and requested clarity in her

position moving forward. Vorschoore responded that she torn up on the position and tried to step down because

of work load and family issues but was not able because Wendy Hilton –Morrow and VandeWiele ste pped down

earlier. Hoping to attend more meeting did not happen. She is distraught because of lack of positive actions, lack

of funding for projects, lack of person to seek out grants. If someone else is available for the board, she will step

down if someone is available for the position and will do what is best for the Park Board.

Discussed moving the Treasurers position to another board member. Almblade to search for Park Board By -laws

for reference on procedure rules and regulations.

4. Park Closures: Discussion on reasoning for closures summarized to: Money is spread too thin between parks,

Maintenance dept has personnel only for basic maintenance, liability of possible unsafe equipment, lack of use by

EM residents. Discussion narrowed to three parks, Wyman, Mitchell Park (West), and Cottage Grove. Discussed

consequences/actions needed for closure such as equipment removal. To be further discussed at next meeting

with possible public meeting.

5. Adopt a Park membership update: Received list from Lambrecht.

6. Millennium Park Fundraising With Berg’s resignation, discussed need for new board member contact with

Moline for project. Will decide at next meeting.

New Business

1) Adopt A Park appreciation dinner: It was further discussed that a dinner for volunteers be on April 19th, 5:30 pm,

at East Pointe Center. Almblade to contact EM Secretary to make reservations. Anderson to create flier. When

approved at next meeting, to contact City Clerk for press release. Food to be pizza, The Park Board meeting

would be held following dinner.

Bergland Bergland moved and moved and Anderson Anderson seconded seconded motion to adjourn to adjourn, motion carried , motion carried. The m. The meeting ended eeting ended at 7:25pm.
