Moline City Council meeting focuses on bills, resolutions

Members of the Moline City Council met Tuesday, July 26.

The city council is Moline’s legislative body and is comprised of the mayor, one member from each of the seven wards within the city, and one who represents the city at-large. Council members meet as the Committee of the Whole at 6:30 p.m. on select Tuesdays each month.

Here are the meeting minutes as provided by the Moline City Council:

MINUTES MOLINE CITY COUNCIL MEETING City Hall, 619 16th Street Tuesday, July 26, 2016

Council Meeting: The City Council meeting came to order at 7:18 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: Alderman Rodriguez gave an Invocation.

Roll Call: Roll call was taken with Mayor Raes, Aldermen Rodriguez, Parker, Wendt, Zelnio, Schoonmaker, Waldron and Acri present. Absent: Alderman Turner.

Items on Consent: Approval of Minutes Committee-of-the-Whole and Council meeting minutes of July 19, 2016 and appointments made during Committee of the Whole on July 26, 2016.

Resolutions 1. Council Bill/Resolution 1101-2016 A Resolution authorizing the Mayor and City Clerk to execute a $100,000.00 Revolving Loan Fund Agreement with Moline Promenade Inc. and to execute any necessary agreements referenced therein, and authorizing all appropriate City officers and staff to do all things necessary to complete each of the City’s responsibilities pursuant to said Agreement.

2. Council Bill/Resolution 1102-2016 A Resolution authorizing the Mayor and City Clerk to apply for a highway permit and execute the necessary forms for the proposed Quad Cities Marathon & Races scheduled for Sunday, September 25, 2016.

3. Council Bill/Resolution 1103-2016 A Resolution authorizing the Mayor and City Clerk to apply for a highway permit and execute the necessary forms for the proposed QCA Heritage Tractor Parade and Show, scheduled for Saturday, September 10, 2016.

Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Zelnio, Schoonmaker, Waldron and Acri; nays: none.

Items Not on Consent:

Second Reading Ordinances 4. Council Bill/Special Ordinance 4038-2016 A Special Ordinance granting a variance to Section 28-3200(a) and Section 35-4218 of the Moline Code of Ordinances to not install sidewalks along all public and private streets for property located at SouthPark Mall and other outlots along 16th Street between John Deere Road and 52nd Avenue as more fully described herein, including frontage along any public or private street lots that have not yet been assigned addresses.

Adopted: Alderman Parker, seconded by Alderman Wendt, moved to adopt Council Bill 4038-2016. Alderman Wendt, seconded by Alderman Rodriguez, moved to amend Council Bill 4038-2016 by only granting the variance to two the undeveloped outlots at issue, not the entire property. Motion to amend carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Zelnio, Schoonmaker, and Acri; nays: Alderman Waldron. Amended motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Zelnio, Schoonmaker, and Waldron; nays: Alderman Acri.

5. Council Bill/Special Ordinance 4039-2016 A Special Ordinance closing certain streets more particularly described herein to vehicular traffic and authorizing the use of public right-of-way in conjunction with the Bierstube Metalfest scheduled for Saturday, July 30, 2016.

Adopted: Alderman Parker, seconded by Alderman Wendt, moved to adopt Council Bill 4039-2016. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Zelnio, Schoonmaker, Waldron and Acri; nays: none. Motion passed.

6. Council Bill/Special Ordinance 4040-2016 A Special Ordinance closing certain streets more particularly described herein to vehicular traffic and authorizing the use of public right-of-way in conjunction with Slide the City scheduled for Saturday, August 06, 2016.

Adopted: Alderman Parker, seconded by Alderman Wendt, moved to adopt Council Bill 4040-2016. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Zelnio, Schoonmaker, Waldron and Acri; nays: none.

Resolutions 7. Council Bill/Resolution 1104-2016 A Resolution authorizing the Mayor and City Clerk to enter into an Agreement with TrueNorth of Moline, Illinois, for health benefit consulting services for a period of three years commencing on August 1, 2016.

Approved: Alderman Parker, seconded by Alderman Waldron, moved to approve Council Bill 1104-2016. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Schoonmaker, Waldron and Acri; nays: Alderman Zelnio.

8. Council Bill/Resolution 1105-2016 A Resolution authorizing the Mayor and City Clerk to execute a Contract with Langman Construction for Project #1246, Alley Reconstruction between 4th and 5th Avenues and 7th and 8th Streets, in the amount of $270,366.50.

Approved: Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 1105-2016. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Zelnio, Waldron and Acri; nays: none. Motion passed with Alderman Schoonmaker abstaining due to employment.

First Reading Ordinances 9. Council Bill/General Ordinance 3022-2016 An Ordinance amending Chapter 25, “PLANNING AND DEVELOPMENT,” of the Moline Code of Ordinances, Section 25-2100, “OFFICIAL COMPREHENSIVE PLAN; ADOPTED; TERRITORIAL APPLICATION,” by amending the Official Comprehensive Plan as follows: by adopting and adding new text at Appendices Adopted, page 1; and by adopting and adding to the Appendices Adopted a new Appendix P entitled “Moving Moline Forward, Urban Design & Transportation Plan.”

10. Council Bill/Special Ordinance 4041-2016 A Special Ordinance closing certain streets more particularly described herein to vehicular traffic and authorizing the use of public right-of-way in conjunction with the 5th Avenue Cruise In scheduled for Saturday, August 6, 2016.

11. Council Bill/Special Ordinance 4042-2016 A Special Ordinance closing certain streets more particularly described herein to vehicular traffic and authorizing the use of public right-of-way in conjunction with “Gabe’s Gift Memorial 5K & 1 Mile Fun Run” scheduled for Saturday, August 20, 2016.

Council, Staff and Citizen Comments: Alderman Rodriguez explained that the Little League tournament involvement has been positive.

Larry Smith, 40th Street resident, shared that he is concerned about the removal of trees during construction in that area.

On motion of Alderman Parker, Seconded by Alderman Wendt, Council adjourned at 7:34 p.m.

The next regularly scheduled City Council meeting is on August 2, 2016.
