Hampton trustees approve development project
The Hampton Township Board of Trustees met Aug. 15 to approve the extension for the development project known as Oak Island Estates.

CHARTER TOWNSHIP OF HAMPTON REGULAR MEETING AUGUST 15, 2016
The regular meeting of the Charter Township of Hampton Board of Trustees was called to order at 7:00 p.m. by the Supervisor in the Boardroom of the Hampton Township Administrative Offices.
The pledge of allegiance was given to the flag.
The invocation was read and a moment of silence observed.
PRESENT: Samyn, Wisniewski, Hugo, Foret, Klass, Wright ABSENT: Esterhai ALSO PRESENT: Benchley, Hewitt, Weiler, VanDenBoom & 4 people in audience
Motion by Hugo seconded by Wisniewski that the minutes of the August 1, 2016 regular meeting and the August 5, 2016 special meeting be approved as printed and that the reading of the minutes be waived. Motion carried.
Motion by Klass seconded by Hugo that the Police Report for July 2016; the Fire Report for July 2016 and the DPW Report for July 2016 be received. Motion carried.
Motion by Hugo seconded by Wisniewski that the following warrants be approved for payment:

Motion by Hugo seconded by Wisniewski to approve the extension for the development project known as Oak Island Estates for one (1) year. Motion carried.

DWS Disinfection and Pressure Testing Standard
3.03 FELD QUALITY CONTROL:
A. Pressure Leakage Testing
Pressure leakage Test for Ductile Iron and PVC Pipe
The DWSWater Superintendent may require pigging at any time prior to a new water main being placed into service. Should plgiying be required, the CONTRACTOR shal instal a new polyurethane foam Poly-Pig into the main for the purpose of cleaning items from inside the pipe and for removing air during the filling process. After the entire water main, or any part of the Water main located between two gate valves has been constructed and approved by the Engineer, the Bay County DWS shall witness the CONTRACTOR flush, disinfect, and sample the new portion of water main using chlorination and disinfection procedures as described in Section 3.04.A of this Section. Note: CONTRACTOR shall not operate valves that connect and will "open" the newly installed water main to the public water supply system.
Once it is determined that the main has passed the disinfection requirements of Section 3.04.A, the installed main and appurtenances shall next be subjected to meeting the requirements imposed by a pressure leakage test given as provided in this Section.
Note: All equipment used in the pressure leakage test shall be clean and properly disinfected So as to not allow introduction of contaminants into the water main during festing proceditres.
AWWA Standard C60010
WARNING: The testing methods described in this section are specific for water pressuro testing. These procedures should not be applied for air pressure festing because of the serious safety hazards involved.
Test Restrictions: The hydrostatic test pressure shall be 150 PSI or twice the operational system pressure whichever is greater,
The hydrostatic test shall be of a least 2 hours duration. The test pressure shall not vary by more than + or - 5 PSI for the duration of the test.
Pressurization: Water pressure testing shall be completed between two valves. This will limit the amount of water main which can be tested at one time and isolate leaks if present. The completed pipe line valves shall be slowly filled with disinfected water until all air has been expelled. When certain that all air has been expelled from the pipe line, the water pressure shall be raised to 150 pounds per square inch and shall be maintained at this pressure for a period of at least two hours,
Testing Allowance Defined:
Testing allowance shall be defined as the quantity of makeup water that must be supplied into the newly laid pipe or any isolated section thereof to maintain pressure within 5. PS of the specified test pressure after the pipe has been filled with water and the air has been expelled. Testing allowance shall not be measured by a drop in pressure in a test section over a period of time. -
Motion by Wisniewski seconded by Klass to approve the request of Disability Services Resource Center to solicit in the township on September 23 & 24, 2016. Motion carried.
Motion by Hugo seconded by Wisniewski that the notice of resignation from William Krause, effective September 1, 2016, be received. Motion carried.
Motion by Hugo seconded by Foret that the employment contract with Terry Bouchard, Transfer Station, commencing September 1, 2016 be approved.

TRUSTEES - Hugo addressed the need to recognize the EHLL All-Star team.
SUPERVISOR - Water update.
Would like to have the board make a yearly commitment to taking down dead trees within the road right-of-way. Will get some bids and bring back to board. Offer of $18,250 for Harding Road lot.
