Rock Island Milan School District 41 board meets to hear requests

The Rock Island Milan School District 41 board of education met at 6 p.m. Tuesday, Sept. 27.

"The Rock Island-Milan Board of Education consists of seven community members chosen by school district voters on a non-partisan ballot. Board members are volunteers receive no compensation for their service."

I. Preliminary

C. Approval of Board of Education Minutes... Action

It is recommended that the Board of Education approve the minutes of the regular meeting of September 13, 2016 including executive session minutes to remain confidential.

II. Special Items

A. Seating of Student Board Members

The Board of Education will formally seat newly elected student members

Donell Clark, Man Lun, and Jada Veasey.

B. 2016-17 Budget Hearing

The Board of Education will conduct a public hearing on the 2016-17 budget.

III. Reports

A. Board Members

IV. Communications

A. Requests from persons wishing to speak on certain agenda items will be called upon at the appropriate time.

B. Citizens wishing to address the Board of Education on items not on the agenda.

Comments should be limited to three (3) minutes. (Matters regarding specific employees or students are of a confidential nature and will not be heard in open session.)

School Improvement Plan Reports... Action

Principals John Frieden (Denkmann), Dan Coyne-Logan (Earl Hanson), Dennis Weiss (Eugene Field), Lance Clark (Frances Willard), Dave Knuckey (Longfellow), Joey Di lulio (Ridgewood), Tia Edwards (Rock Island Academy), Amy Schelker (Rock Island Center for Math and Science), Mike Nitzel (Thomas Jefferson), Christi Thigpen (Edison), Kristin Allen (Washington), Eric Moore (Rock Island High School), and Phil Ambrose (Thurgood

Marshall Learning Center) will present their School improvement Plans. It is recommended that the Board of Education approve the plans as presented.

VII. Operations

A. Applications for Recognition of Schools... Action

It is recommended that the Board of Education approve the applications for recognition of schools for all schools in the Rock Island-Milan School District.

B. September Fund Raiser Requests... Action

It is recommended that the Board of Education approve the September Fund Raiser requests.

VIII. Business/Finance

A. 2016-17 Budget Adoption... Action

It is recommended that the Board of Education adopt the 2016-17 budget as presented.

B. Bills for Payment... Action

It is recommended that the Board of Education authorize Bills for Payment dated September 15, 2016 in the amount of $2,655,133.48.

IX. Personnel

A. Non-Certified Appointments... Action

It is recommended that the Board of Education approve the non-certified appointments of Kathryn Rosato and Ellery Stewart.

B. Non-Certified Resignation... Action

It is recommended that the Board of Education accept the non-certified resignation of Kayla Waters.

C. AFSCME Contract... Action

It is recommended that the Board of Education approve the American

Federation of State, County & Municipal Employees (AFSCME) contract for a four year period (July 1, 2016 through June 30, 2020).

D. Administrators’ Salary Compensation Report... Information

Mr. Egan Colbrese will present the 2015-16 Administrators’ Salary Compensation Report.

E. EIS Administrator and Teacher Salary and Benefits Report... Information

Mr. Egan Colbrese will present the 2016 Employment Information System (EIS) Administrator and Teacher Salary and Benefits Report.

F. IMRF Salary >$75,000 Compensation Report... Information

Mr. Egan Colbrese will present the 2016-17 Illinois Municipal Retirement Fund (IMRF) Salary >$75,000 Compensation Report.

X. Executive Session

It is recommended that the Board of Education move to executive session to discuss negotiations and the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.
