The Village of Carbon Cliff board of trustees met Tuesday, July 5.

Here are the meeting minutes as provided by the Carbon Cliff board of trustees:

July 5, 2016

Village President Bill Hintz called the meeting to order at 7:02 p.m.

Members President: Keith Curry, Robert Dreher, LeeVon Harris, and Larry Scott

Members Absent: Todd Cantrell, Alma Neels

Others Present: Joe Taylor, President & CEO of the Quad Cities Convention & Visitors Bureau; Chris Hicks, Dispatch / Argus Reporter; Scott Stephenson, Village Engineer; & Karen L. Hopkins, Village Clerk

Hearing of the Citizens:

• Joe Taylor, President and CEO of the Quad Cities Convention & Visitors Bureau thanked the Village for being a loyal member of the QCCVB.

QCCVB is the Managing agency for the American Discovery Trail and Joe Taylor is working on applying for grants to help finish the Bike Trails in the Quad Cities.

Village President’s Agenda items discussed:

• Discussed on Motion 5. b. to acknowledge & ratify the Village President Hintz’s acceptance of proposal from Lakewood Electric & Generator Services, Inc. in the amount of $2,395.00 need to remove the 2 LED “traditional style” wall packs that was to have one on each end of the pavilion. – Clerk Hopkins will contact Lakewood Electric to inform them the Village does not want the 2 LED “traditional style” wall packs, not sure if it is too late to stop the order.

• Discussed that current part-time maintenance worker Ronald Murphy, nickname Banks, has spoken with Nick Gottwalt, D.O.C.A.S. about interest in the full-time maintenance position. He has been working for the Village in a part-time position this summer and would like to be considered for the full-time position. Nick Gottwalt and Dan Clark, full-time maintenance worker talked with Banks about the position and he has shown good work performance during his time with the Village.

Correspondence items discussed:

• I-EPA letter dated June 30, 2016 with the water sampling schedule the Village is required to sample for chemical analysis during the following periods for each program:

o Volatile Organic Compounds (VOC) July 1, 2016 through September 30, 2016 o Disinfection By-Products (DBP) July 1, 2016 through July 31, 2016 o Radionuclide (RAD) July 1, 2016 through September 30, 2016

Minutes – The Regular Meeting of the Carbon Cliff Board of Trustees – July 5, 2016

New Business items discussed:

• Today in the mail, the Village received their sewer bill from the City of East Moline, it was over $40,000.00 for the period of 5/20/16 to 6/20/16. Last month it was a little over $26,000.00. Clerk Hopkins has contacted Megan Petersen, Finance Director with the City of East Moline. She is having Dave Lambrecht, Director of Maintenance Service check to see if there was problem with the meter or the readings.

• Discussed the complaints the Village has been receiving about a resident on Orchard Court that is feeding wild animals causing problems for neighbors. Complaints to the Village Hall include, the resident is continually feeding raccoons, foxes, skunks, and any other animal that comes by. She actually has a dinner bell she rings to call the animals. This will be discussed further at the Committee Meetings next week about a possible Village Ordinance to prohibit feeding of wild animals.

• Trustee Dreher said residents on Orchard Court would like to see “No Parking” around the cul-de-sac so residents can plant flowers around the circle and by the fire hydrant. This will be discussed at the Committee Meetings; it will take an Ordinance to have this placed in the Village Code Book before a sign can be installed.

• Discussed the Park Pond having algae active on the surface, Trustees would like D.O.C.A.S. Gottwalt to contact the pond chemical person to see what we should do about it.

Motion 1: Motion by Curry to establish Consent Agenda, as follows:

5. Village President’s Agenda:

a. Acknowledge & Ratify the Village President Hintz’s execution of a Change in Terms Agreement, with Triumph Community Bank, changing the due date of the monthly payments from the 15th day of each month to the 1st day of each month beginning July 1, 2016. This is for the Mortgage dated December 15, 2015 on the property located at 1001 Mansur Avenue, Carbon Cliff, IL and recorded December 16, 2015 as document number 2015-21641 in the Rock Island County Recorder’s Office. (This will correct how the interest is figured when the Village makes early payments on the mortgage.) b. Acknowledge & Ratify the Village President Hintz’s acceptance of proposal from Lakewood Electric & Generator Service, Inc. in the amount of $2,395.00 to furnish all materials, labor and equipment to complete the following: install (6) LED canopy lights on underside of pavilion at park; install (2) LED “traditional style” wall packs. (At Board Meeting the Trustees want to eliminate the (2) LED “traditional style” wall packs – Clerk Hopkins will contact Lakewood Electric via email tonight after meeting.); install (4) GFCI receptacles in corners of pavilion (assuming conduit is good from panel to pavilion.) Prevailing Wage included in bid. c. Acknowledge & Ratify the approval of Nick Gottwalt, D.O.C.A.S. attending the Midwest Community Development Institute, August 15-18, 2016. Moline (Stoney Creek Inn). Early bird registration cost of $550.00. Mileage reimbursement cost not to exceed $80.00. d. Approve the purchase of a Fluoride Pocket Colorimtr II 0.1-2.0 mg/l, Hach 58700-05 from USA Blue Book at a cost of $473.18 (price includes shipping). e. Approve the employment of Ronald B. Murphy as Maintenance Operator at an annual salary of $35,000.16.

Employment is contingent upon satisfactory performance evaluation by Concentra Health Services of Essential Job Functions. (Employment would begin with Pay Period July 9, 2016.)

Trustee Keith Curry asked Trustee Larry Scott (President of the East Lawn Water Association) how the Pump House and Well is coming along at East Lawn Water Association. Larry Scott said they are in the process of receiving proposals for replacement of piping, repairing structural damage to the pump house, electrical work that need repaired and/or updated. Then East Lawn Water Association Board will meet and discuss the findings. With the proposals East Lawn Water Association should be ready to apply for a USDA Grant. Larry Scott said he has also been in contact with EPA on the issues, and they are giving the Water Association more time to bring everything up to date.

Orchard Court drainage and water main replacement project should be finished this week. McCarthy Improvement will fill in dirt behind curb, etc. Seeding cannot be done until August per IDOT standards.
