Moline City Council meets to review ordinances, bills

Members of the Moline City Council met Tuesday, Aug. 9.

The city council is Moline’s legislative body and is comprised of the mayor, one member from each of the seven wards within the city, and one who represents the city at-large. Council members meet as the Committee of the Whole at 6:30 p.m. on select Tuesdays each month.

Here are the meeting minutes as provided by the Moline City Council:

MINUTES MOLINE CITY COUNCIL MEETING City Hall, 619 16th Street Tuesday, August 9, 2016

During Committee of the Whole of August 9, 2016, Mayor Raes called on Tracy Koranda, City Clerk, to address the following issues: Items 5, 6 & 7 on the Council Agenda have scriveners errors regarding the MFT Sections. The corrected numbers will be reflected in the minutes, in Council Bills 1108-2016, 1109-2016, 1110-2016, and accompanying attachments. Additionally item 5’s agenda explanation references the incorrect Project Phase. The Council Bill that is posted is correct and the correct Phase will be reflected in the minutes. Item 8, Council Bill 4045-2016, will be pulled from the agenda as public right of way will not be used for this event.

Council Meeting: The City Council meeting came to order at 7:15 p.m. The Council met in regular session in the Council Chambers at City Hall. Pledge: The Council and audience recited the Pledge of Allegiance. Invocation: Alderman Wendt gave an Invocation. Roll Call: Roll call was taken with Mayor Raes, Aldermen Rodriguez, Parker, Wendt, Zelnio, Turner, Schoonmaker, Waldron and Acri present. Absent: None.

Items on Consent: Approval of Minutes Committee-of-the-Whole and Council meeting minutes of August 2, 2016 and appointments made during Committee of the Whole on August 9th, 2016.

Second Reading Ordinances 1. Council Bill/General Ordinance 4043-2016 A Special Ordinance closing certain streets more particularly described herein to vehicular traffic and authorizing the use of public right-of-way in conjunction with the QCA Heritage Tractor Parade and Show scheduled for Saturday, September 10, 2016.

2. Council Bill/Special Ordinance 4044-2016 A Special Ordinance closing certain streets more particularly described herein to vehicular traffic and authorizing the use of public right-of-way in conjunction with the Unity Point Quad Cities Classic Rowing Regatta scheduled for Saturday, September 10, 2016.

Resolutions 3. Council Bill/Resolution 1096-2016 A Resolution authorizing the Mayor and City Clerk to execute, on behalf of the City of Moline, a Subordination Agreement with MJ Storm Investments, L.L.C. for property located at 525 16th Street, Moline.

4. Council Bill/Resolution 1107-2016 A Resolution authorizing the Mayor and City Clerk to execute a Preliminary Engineering Services Agreement with Missman Inc. for professional services related to the Federal Grant Resurfacing Project.

5. Council Bill/Resolution 1108-2016 A Resolution authorizing the approval of a Resolution for Improvement by Municipality Under the Illinois Highway Code for Motor Fuel Tax Section 14-00256-00-RS, Federal Resurfacing Project Phase 1 Engineering.

Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Zelnio, Turner, Schoonmaker, Waldron and Acri; nays: none.

Items Not on Consent:

Resolutions 6. Council Bill/Resolution 1109-2016 A Resolution authorizing the Mayor and City Clerk to execute a Preliminary Engineering Services Agreement with Missman Inc. for professional services related to the Sylvan Island Bridge Replacement Project. Approved: Alderman Waldron, seconded by Alderman Acri, moved to approve Council Bill 1109-2016. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Turner, Schoonmaker, Waldron and Acri; nays: Alderman Zelnio.

7. Council Bill/Resolution 1110-2016 A Resolution authorizing the approval of a Resolution for Improvement by Municipality Under the Illinois Highway Code for Motor Fuel Tax Section 16-00265-00-ES, Sylvan Island Bridge Phase 2 Engineering. Approved: Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 1110-2016. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Turner, Schoonmaker, Waldron and Acri; nays: Alderman Zelnio.

Council, Staff and Citizen Comments: Tracy Koranda, City Clerk, gave a reminder that there is no meeting next week; the next meeting will be on August 23, 2016. Bryon Lear, Library Director, invited everyone to attend “Booked for the Night” hosted at the library on September 15, 2016 as well as focus groups to be held at various times on the attached postcard Alderman Parker thanked the Public Works crew for working on the parking lot at Prospect Park. Alderman Turner indicated that there has been investigation into a traffic signal at 7th Street and 35th Avenue Place and made a motion to direct staff to present those finding prior to spending funds on a traffic study. Motion failed for lack of a second. Alderman Turner requested a presentation from Madison Construction in order to allow them to respond to questions concerning contractor liens on the Mills at Riverbend Commons project. Alderman Waldron wants to know if the bridge across from John Deere Road at 38th Street will have lights. Scott Hinton, City Engineer, indicated that it was constructed to have lights but no funds have been budgeted.

Executive Session: Alderman Parker, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Property Acquisition-5 ILCS 120/2 (C) (5), Motion carried on roll call with the following vote: Ayes: Aldermen Rodriguez, Parker, Wendt, Zelnio, Turner, Schoonmaker, Waldron and Acri; nays: none. City Council convened in Executive Session at 7:24 p.m. Council reconvened in open session at 7:32 p.m.

On motion of Alderman Parker, Seconded by Alderman Wendt, Council adjourned at 7:32 p.m.

The next regularly scheduled City Council meeting is on August 23, 2016.
