Carbon Cliff trustees gather for budget hearing

The Village of Carbon Cliff Village board of trustees met Tuesday, Sept. 6.

Here are the meeting minutes as provided by the Village of Carbon Cliff Village board of trustees:

September 6, 2016

Village President Bill Hintz called the meeting to order at 7:00 p.m.

Members President: Keith Curry, Todd Cantrell, Robert Dreher, LeeVon Harris, Alma Neels (arrived at 7:02 p.m.) and Larry Scott

Members Absent: None

Hearing of the Citizens:

There were several Village Residents attending the meeting to discussed with the Village President and Board of Trustees their concerns and frustrations over the flooding at the 1st Avenue Bridge over Argillo Creek. They are stating that six times this year that water has overflowed at the bridge and caused their yards to flood, leaving mud and dust behind, and water getting into their basements.

It was stated that August 2016 the Quad Cities had over 8” of rain, which broke many records for the amount of rain, they do live next to a creek, and their properties are located in a floodplain.

Resident’s stated and feel that all this changed when Illinois Department of Transportation (IDOT) removed and replaced the box culvert under Highway 84 (2nd Avenue, in Carbon Cliff) at Argillo Creek. IDOT replaced culvert in 2011 to a double 8’ X 5’ precast box culvert. The culvert at 1st Avenue is 14’ X 6’.

The Board is approving a proposal with McClure Engineering to look at the situation of 1st Avenue Bridge over Argillo Creek. The Engineer will then give the board an update and suggestions on solutions to fix and repair the flood problem and roadway.

Village Resident Carl Woodard from Orchard Court spoke about the Orchard Court Drainage Project. His retaining wall was removed for the project, which he was aware that it would be. The project was then supposed to have back fill and top soil put to slant the water toward the drainage curb in the roadway. As of now, there is not enough fill and the water does not get to the roadway, it is staying on the yard side of the curb. Village Engineer Loren Rains, said this will be address during the punch list and before final payment.

Village President’s Agenda items discussed:

• The meter at the Sewer Master Metering Pit, sewer going from Carbon Cliff into East Moline’s system on Ruth Road, has completely stopped working. Village President Bill Hintz authorized the purchase of a Hachsc200 Universal Controller with Ultrasonic Flow Sensor at a cost of $3,034.39. This was recommended from Jack Kusek, McClure Engineering memo dated August 30, 2016.

• Hiring of Hoerr Construction to jet, vacuum and televise the sewer line on Ruth Road, end of Barstow Road and a portion of I-5 & 92. Ended up vacuuming out 21,000 pounds of sand that was caked on the inside of the sewer main starting where John Deere hooks on to the sewer main on Ruth Road.

• Ordinance No. 16-07, deals with the feeding of wild animals such as racoons, skunks, foxes, rats, and other wild animals within the jurisdiction of the Village limits.

• Village Clerk Karen Hopkins, Budget Officer, presented the tentative 2016 levy figures (accessed in 2016 and paid in 2017).

Committee Meetings items discussed:

• Discussed setting time for the New Village Hall Committee’s first meeting. Chairman is Curry, Dreher, and Scott. It was decided the first meeting would be September 8, 2016 6:30 p.m. here at Village Hall, 106 1st Avenue.

New Business items discussed:

• North 1st Avenue on other side of tracking, going south there are cattails that need cut back. Also a weight limit sign in grass on South 1st Avenue. Weeds around stop signs and street name signs need trimmed.

Motion 1: Motion by Neels to establish Consent Agenda, as follows:

5. Village President’s Agenda

a. Acknowledge and ratify Village President Hintz’s emergency expenditure to purchase from Heartland Controls, Frankfort, Illinois, a Hach sc200 Universal Controller with Ultrasonic Flow Sensor (includes 30 feet of cable, power cord w/strain relief, SD card – 4 GB, Card reader, Data comm cable and Ultrasonic sensor mounting bracket) for a total cost of $3,049.39. b. Acknowledge and ratify Village President Hintz’s emergency hiring of Hoerr Construction,

Peoria, Illinois to jet, vacuum and televise the sewer lines on Ruth Road, end of Barstow Road and a portion of I-5 & 92. Job will be performed at a rate of time and materials. c. Authorize Jack Kusek, McClure Engineering, Inc. to find and solicit a company to install the Hach sc200 Universal Controller with Ultrasonic Flow Sensor at the Master Metering Pit on Ruth Road. d. Adopt Ordinance No. 16-07, “An Ordinance Of The Village Of Carbon Cliff Amending Title II
