Rapids City Village Board discusses water tower inspections

The Rapids City Village Board met Oct. 11 to discuss water tower inspections.

Here are the meeting's minutes, as provided by the board:

October 11, 2016

Village of Rapids City

Rock Island County, Illinois

This Regular Board meeting was called to order by President Rankin at 7:00p.m.

All present joined in the Pledge of Allegiance.

At this time Julie Doty was sworn in and appointed Trustee.

ROLL CALL: Present – Corson, Clark, Fowler, Mire, and Doty.

Absent – Schneider.

Also Present – President Rankin, Clerk Price, Graham Lee, Chris Cooper-MSA Engineer,

Chief Engle, Missy Housenga and Glenda Gall.

A quorum was established.

CONSENT “Omnibus” Agenda: Corson motioned to approve 9/13/16 minutes, 9/16

Treasurer’s Report, 10/16 bills. All present voted yes. Motion carries.

PRESIDENT-Rankin: The village received a thank you from Ann’s Helping Hand for

the Holiday donation. We are currently waiting on MidAmerican for the generators to be

hooked up. Rankin attended a seminar with the Corp of Engineers that simulated a dam

break.

POLICE REPORT - Chief Engle: Report as presented. Jareed Hedeen has been

arrested and it was a multi-jurisdictional effort. Corson said job well done.

FIRE REPORT- Chief Carey: Report as presented.

ATTORNEY-Clayton Lee - : No report.

BUILDING & ZONING –Mire: 4 General permits.

CEMETERY –Clark: Clark will get with Ryan for the placement of the benches in the

cemetery. Gall suggested the Trust pay for them.

ELECTIONS –Rankin: The General Election is November 8, 2016.

FINANCE -Corson: Corson moved to donate $100 to the Rapids City Youth

Committee, $50 to the Elementary Reading Night, $50 to the Jr. Rams Basketball. Mire

made a motion to approve the 2016/17 Tax Levy at the rate of.5487 with no one to

second the motion. Doty motioned to approve the 2016/2017 Tax Levy Ordinance as

presented with the rate of.5761/Clark seconded. Corson, Clark, Doty voted yes. Fowler,

Mire voted no. Motion carries.

ORDINANCE & LICENSES –Corson: No report.

PARKS & RECREATION –Clark: Clark would like to see next year more work done

around the flagpole and extra work done on the retaining wall at the village hall.

PERSONNEL –Corson: When Price gets the new insurance rates she will contact the

board.

PLANNING –Mire: No report.

PUBLIC SAFETY - Doty: No report.

PUBLIC WORKS – Fowler: Cooper with MSA said they are waiting for Valley to get

the certifications to them and until they deliver them, they aren’t getting paid. There is

documentation that Valley did not get authorization before doing some work on the MFT

15th Street project. Hopefully we will have paperwork by next meeting.

SEWER –Schneider: Cooper with MSA reported that the survey is complete on the

sanitary sewer going through the ravine and the document should be done by next month.

Mire would like to see liquidated damages going forward in contracts. Cooper felt if there

is a penalty, there should be an incentive also. Rankin said that this work is not date

critical, but should be done as quickly as possible. He doesn’t necessarily feel we need to

give a bonus but we do need a little leverage. Communication is important. The board

would like to review the documents before we put it out to bid.

WASTE MANAGEMENT – Fowler: No report.

WATER –Schneider: The water tower is currently being drained and inspected.

OLD BUSINESS: Price informed the board of our newspaper report, Lyle Ernst has

passed away. The office will put the website on the water bills. Triumph Bank, Kevin

Gibbs has agreed to scroll the board meeting information on their electric signs from

Friday until the Tuesday board meetings. Aimee is the branch manager.

NEW BUSINESS: Mire would like to readdress the golf cart ordinance. Chief Engle said

he would get the golf cart ordinance from Hampton to the office. Price will distribute for

the next meeting. Corson said he thought the reason the board did not approve this

ordinance before was because even if the village approves it, it is still illegal in the State

of Illinois. Engle said it was, but the state would not drive through village neighborhoods

to give citations. Corson motioned to approve $250 to the Hampton Police Department

Blue & Red Christmas/Clark seconded. All present voted yes. Motion carries. Corson

said there have been unusual amount power outages in Rapids City. The board would like

to have a MidAmerican Representative at the next board meeting.

PUBLIC DISCUSSION: Housenga thanked President Rankin for agreeing to be the

judge for the Halloween Party to be held October 30 from 3-5.

With nothing further to be discussed Corson motioned to adjourn and all concurred,

President Rankin adjourned this October 11, 2016-regular meeting at 7:49 p.m.
