The Moline Park & Recreation Board met Feb. 23 to consider special use applications.

All items under the consent agenda are considered to be routine in nature and will be enacted by one

motion. There will be no separate discussions of these items unless a Board Member so requests, in

which case, the item will be moved from the Consent Agenda and considered as the first item after

approval of the Omnibus Vote.

APPROVAL OF MINUTES

Park and Recreation Board meeting minutes of January 26, 2017.

Consent Agenda Items

1. Approval and acceptance of departmental January/February bill payment and departmental

January/February revenue, expenditures, capitol projects, park reserve and cemetery reports.

2. Consideration of a Special Use Application for the Moline Conservation Club to utilize

Riverside Pond for their annual Kid’s Fishing Rodeo. The event is to be held Saturday, June

3, 2017, from 6:00 a.m. until 1:30 p.m. (this includes set-up and clean-up time). Supporting

information and special consideration requests are detailed on the Special Use Application.

NON-CONSENT AGENDA ITEMS

1. Staff is seeking Board approval to utilize up to $5,000 CIP funds to install new support

columns and footings on the inside lower level of Prospect Pavilion. (Lori Wilson, Parks

Recreation Director)

Explanation: $50,000 has been carried over from the 2016 CIP budget for the Prospect Pavilion

project. To date we have used or earmarked $7,500 for engineering fees. We are purchasing material

and labor is being performed in-house. Labor hours will be recorded for this project.

Staff Recommendation: Staff recommends approval.

Fiscal Impact: Funds are budgeted in 120-1525-452-08-50, Park

Contracts

2. Russell Construction request for parking at the Stephens Park 7th Street and 12th

Avenue lot beginning March 15th. (Lori Wilson, Parks Recreation Director)

Explanation: Russell Construction will begin construction at The Point starting March 15th. At this

time there is no on-site parking for the workers. They are requesting permission for use of up to 30

parking spaces at the 7th Street and 12 Avenue Stephens Park Lot from March 15th until June 15,

2017 and again from March 2018 through May 2018, Monday through Friday 7:00 a.m. to 4:00 pm.

During the interim the employees will park on The Point property. Russell Construction will sign a

hold harmless agreement with the City of Moline.

signing of the Hold Harmless Agreement.
