South Moline Township Board of Trustee met Feb. 7.

Here is the agenda as provided by the Board:

PRESENT — Tracy Best, Supervisor; Karin Martin, Assessor; Andrea Anderson, Trustee; Brian Forsberg, Trustee; Lisa Griffin, Trustee; Kim Lazenby, Trustee; Bob Schultz, Road Commissioner; and Rob Vyncke, Clerk. Also present: Luis Puentes, Sherry Diekman, Wayne Hill and Vance DeBruine.

MEETING CALLED TO ORDER — Meeting was called to order at 6:00 p.m. by Supervisor Best.

PLEDGE OF ALLEGIANCE

APPROVAL OF MINUTES — Motion by Griffin, second by Forsberg, that we approve the minutes of January 17, 2017. Motion carried, with all voting in favor except Lazenby, as she was absent from the last meeting. Lazenby abstained.

OFFICIALS' REPORTS —

a. Road Commissioner — It has been a very active January. On the 20th we had an ice jam and had to clear chunks of ice off of the road. We also have a defective plow which is causing manhole damage, so we are getting estimates to repair it. 

b. Assessor — We are busy with seniors coming in for their exemptions. Also, there have been two more property plots to add. 

c. Clerk — All is quiet. 

d. Trustees — None 

e. Cemetery — Best said there will be a meeting on Thursday, February 09. 

f. Seniors — All is going good. Bingo attendance is still up. 

g. Youth — We received a request from the Washington principal for eye glasses for a student. Since we had some vouchers left over, the township will participate and approve an eye exam and eye glasses for the student.

SUPERVISOR'S REPORT —

a. GA: Food @ $3,122.05; PE @ $1,529.82; Rent @ $2,270.98 and Utilities @ $94.00. 

b. Best asked for any discussion and/or approval of the Assessor's Budget. The budget overall shows a $3,000.00 increase, but insurance increased by approximately $15,000.00. Lazenby questioned the 2% raise for employees. Martin answered that she did this to keep competitive, stating that they are all very good and experienced at their jobs. Lazenby asked if there was a written evaluation on each employee. Martin answered yes there was. Lazenby asked about the number of people that she sees and the number of properties that she rates, stating that it would be nice to have some kind of report showing all of these numbers so the board has a better idea of everything she does. Martin stated that they used to keep track of all that information, but the previous board did not seem interested in that information. Martin did agree to start keeping track again. After some additional minor discussion, there was a motion by Forsberg to approve the budget as submitted. Second by Anderson. All ayes, motion carried.

UNFINISHED BUSINESS — Lazenby asked if there was any update about when the pizza restaurant will be moving. Best stated there is nothing definite at this time -- something about the final inspection at their new place. Griffin asked if we have received the invoice from the court reporter that we had to hire when Lazenby filed objections to some of the candidacy papers. Best answered that we have not.

1. TOWNSHIP ADMINISTRATION — Motion by Anderson for approval; second by Griffin. Ayes: Anderson, Griffin, Lazenby, Forsberg and Best. Unanimous. 

2. ASSESSOR — Motion by Griffin for approval; second by Anderson. Ayes: Anderson, Griffin, Lazenby, Forsberg and Best. Unanimous. 

3. TOWNSHIP SENIOR CENTER — Motion by Anderson for approval; second by Forsberg. Ayes: Anderson, Griffin, Lazenby, Forsberg and Best. Unanimous.

b. TOWN FUND — FICA — Motion by Forsberg for approval; second by Lazenby. Ayes: Anderson, Griffin, Lazenby, Forsberg and Best. Unanimous. 

c. TOWN FUND — IMRF — Motion by Lazenby for approval; second by Griffin. Ayes: Anderson, Griffin, Lazenby, Forsberg, and Best. Unanimous. 

d. GENERAL ASSISTANCE — Motion by Griffin for approval; second by Anderson. Ayes: Anderson, Griffin, Lazenby, Forsberg and Best. Unanimous. 

e. ROAD & BRIDGE / GENERAL FUND — Motion by Anderson for approval; second by Forsberg. Ayes: Anderson, Griffin, Lazenby, Forsberg and Best. Unanimous. 

f. ROAD & BRIDGE / IMRF FUND — Motion by Forsberg for approval; second by Lazenby. Ayes: Anderson, Griffin, Lazenby, Forsberg and Best. Unanimous. 

g. ROAD & BRIDGE / FICA FUND — Motion by Lazenby for approval; second by Griffin. Ayes: Anderson, Griffin, Lazenby, Forsberg and Best. Unanimous. 

h. ROAD & BRIDGE / EQUIPMENT & BLDG — Motion by Griffin for approval; second by Anderson. Ayes: Anderson, Griffin, Lazenby, Forsberg and Best. Unanimous. 

i. ROAD & BRIDGE / INSURANCE FUND — Motion by Anderson for approval; second by Forsberg. Ayes: Anderson, Griffin, Lazenby, Forsberg and Best. Unanimous.

j. CEMETERY — Motion by Forsberg for approval; second by Lazenby. Ayes: Anderson, Griffin, Lazenby, Forsberg and Best. Unanimous.

COMMENTS — DeBruine asked if we provide any assistance to refugees. Best said no. DeBruine then stated that there are approximately 1,000 refugees in Rock Island County. Diekman asked what the minimum income is before one qualifies for GA. Best stated that it is $300.00 per month. Diekman asked if we provide assistance to help people find jobs. Best said yes to those on GA, but others also can come in and use our facility to job search as long as GA participants are not using our computers. Hill asked Martin if and when she ever needs additional help, if she would consider high school students to answer the phone. Martin said she will give it some thought. Hill also asked if we had any programs to help the VETS. Griffin answered no but also asked Hill if he knows if any other Townships have a VET program, Hill answered he does not know. Martin said she will give it some thought.

ADJOURNMENT — Motion by Anderson, second by Griffin, that we adjourn the meeting. Motion carried, with all voting in favor. Meeting adjourned.
