Village of Andalusia Village Board met May 1.

Here is the minutes as provided by the board:

Call to Order

The Board of Trustees met in a public meeting on Monday May 1, 2017 at the Village Hall. The

meeting was called to order by President Curt Morrow at 7:00 pm. He led the pledge to the flag.

Roll Call

Present: President Morrow, Trustee Woeber, Trustee Einfeldt, Trustee Neece

Absent: Trustee Killian, Trustee Stropes

Staff: Shelly Hoffman, Village Clerk; Vickie Powell, Village Treasurer; Justin Parchert,

Public Works Director, Joe Dungan, Maintenance Department.

President Morrow dismissed the previous board and the new Trustees and President Morrow were sworn in to form the new board.

Election results are as follows:

Curtis Morrow (Mayor):             164 votes

Pamela Einfeldt (Mayor):            85 votes

Andrew Pittard (Trustee):          150 votes

Darryl Anderson (Trustee):        159 votes

Craig Brackney (Trustee): Write-In 7 Votes

Absent: None

Trustee Neece made a motion to accept the minutes from the

April 17, 2017 Board Meeting. Seconded by Trustee Einfeldt. Voice

Vote.

Aye: Trustee Einfeldt, Trustee Neece, Trustee Woeber, Trustee Pittard,

Trustee Brackney, Trustee Anderson

Nay: None

Motion Carried: 6-0 (0 Absent)

Trustee Einfeldt Made a Motion to Approve the bills for May 1, 2017

in the amount of $25,000.54 Seconded by Trustee Neece. Voicevote.

Aye: Trustee Einfeldt, Trustee Neece, Trustee Woeber, Trustee Pittard,

Trustee Brackney, Trustee Anderson

Nay: None

Motion Carried: 6-0 (0 Absent)

Trustee Woeber made a Motion to approve The Treasurers Report

For the Month of April 2017 Seconded by Trustee Pittard. Roll

Nay: None

Motion Carried: 6-0 (0 Absent)

Committee Reports:

Mayor Morrow informed the Board that he has hired Evelyn Parchert to be the Deputy Clerk.

She will be filling in for Clerk Hoffman during vacations and for medical issues as Clerk Hoffman will be having surgery in June. Deputy Clerk Parchert will be working approximately 3-4 weeks a year and her pay will be $10.00 an hour.

Water and Sewer: Trustee Pittard will be the head of the Water and Sewer Committee.

Mayor Morrow explained to Trustee Pittard that there are a few projects that he needs to make a priority. At the top of the list will be acquiring some land for the purpose of putting in a new well out of the flood plain to get the Village off the EPA’s watch list. Mayor Morrow Informed

Trustee Pittard that the Lagoon Cell 1 Project is essentially finished.

Trustee Pittard will be working with Max Stark to get up to speed.

Streets and Alleys: Trustee Woeber will continue to be the committee head for the Streets & Alleys. Trustee Woeber has informed the new board that there are a lot streets and intersections that need to be addressed.

Finance and Audit: Trustee Brackney will be the committee head for Audit and Finance.

Trustee Brackney will be working with Clerk Hoffman and Treasurer Powell for this committee’s reports.

Building and Grounds: Trustee Einfeldt will be the head of the Building and Grounds committee. She will be taking a tour with Justin Parchert to get up to speed.

Parks and Recreation: Trustee Anderson is the Parks and recreation committee head. Mayor Morrow tasked him with applying for a grant to extend the walking path on the dyke. Trustee Anderson will also be inquiring about grant funds for the new well the Village will be putting in.

Police: Trustee Neece is now the head of the Police committee. He will be working with

Deputy Rasso.

Reports of Officers:

Village Clerk: Clerk Hoffman reported that she will be having surgery and will also be going on vacation in June. Evelyn Parchert will cover for her.

Department of public works: Justin Parchert will be out for a week and a half to two weeks for surgery.

The edging is in at the Memorial. The rest of the landscaping work will be done in the next week or so.

The concrete work in Fancy Creek and the Little Store has been scheduled.

Justin has been keeping a close eye on the river levels. He doesn’t anticipate major flooding.

Justin has left a list of things to do for his crew while he is out. He has complete confidence that the list will be done.

Justin has tiled the North side of the road in Fancy Creek. As of now, it looks like the tile is diverting the water out from under the road. He also informed the board that there are two panels that have large voids. They will have to be addressed.

Mayor: The county has taken the property formerly known as Papa Joes for back taxes.

The county has offered it to the Village for $600.00 plus a recording fee of $58.00 if we are interested in purchasing the property. Since the Village has a lien on the property that will be forgiven in the event of a sale, the board believes that it is a good idea to purchase it.

Trustee Woeber made a motion to purchase the land located at 109

2nd Avenue East, Formerly Papa Joes Tavern for $600.00 plus $58.00

Recording fee. Seconded by Trustee Anderson. Roll Call Vote.

Aye: Trustee Woeber, Trustee Anderson, Trustee Neece, Trustee Brackney,

Trustee Pittard

Nay: Trustee Einfeldt – For the following reasons. Trustee Einfeldt thinks it’s not a good investment, it’s in the middle of a block and there are building restrictions because it’s in the flood plain.

Motion Carried: 5-1 (0 Absent)

Old Business:

New Business: Trustee Woeber wanted to bring it to everyone’s attention that the SMV

Ordinance seems to be causing a lot of problems. He stated that the citizens are not complying with the Ordinance’s rules. Specifically, there are underage children driving the machines. The speed limits and stop signs are being completely ignored. The machines are being driven on the dyke and there are several untagged SMV’s throughout the Village.

The board has instructed Deputy Rasso to begin pulling the machines over. Those drivers that are not in compliance with the Ordinance will be ticketed.

This is a last-ditch effort to get compliance. The next step will be to repeal the Ordinance and not allow them on the Village streets.

Citizen Comments: Larry Flaherty was present to discuss the Lagoon Cell 1 project. Mr. Flaherty began firing questions at Mayor Morrow regarding the decisions made during the Lagoon Cell 1 project. Mayor Morrow had no way of correctly answering the on-the-spot questions. In the end, Mayor Morrow called Mr. Flaherty out of order and asked Deputy Rasso to remove him from the building.

Trustee Woeber moved to adjourn the meeting at 7:45 pm.

Seconded by Trustee Pittard.
