Here is the minutes provided by the Council:

Pledge:

Mayor Thodos led the City Council and all those present in the Pledge of Allegiance to the Flag.

Roll Call:

Mayor Thodos called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll. The following Aldermen were present: Gary Almblade, Nancy Mulcahey, Ed DeJaynes, Humberto Aguilar Robert Cheffer, Gary Westbrook, and Mayor Thodos. Absent: Helen Heiland.

Public Comment:

None

City Clerk’s Report:

City Clerk Holmes Passed.

Additions/Corrections to Agenda:

City Clerk Holmes requested that Item A under the consent agenda be pulled, and brought back to City Council for approval on Monday, May 1, 2017

Consent Agenda:

City Clerk Arletta D. Holmes read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of April 3, 2017. (Removed from Agenda)

b. Approval of the Committee-of-the-Whole Minutes of April 3, 2017.

c. Approval of Salaries for April 7, 2017 in the amount of $434,514.44.

d. Approval of Bills in the amount of $976,142.18.

A motion was made by Alderman DeJaynes, seconded by Alderman Almblade, to approve the Consent Agenda minus Item A (Approval of City Council Minutes of April 3, 2017) as presented. Upon roll call the following voted in favor: Aguilar, Cheffer, Westbrook, Almblade, Mulcahey, and DeJaynes. Motion carried.

Report by Mayor:

Proclamation: Mayor Thodos read a Proclamation proclaiming the Month of May, 2017 as, “Bike Month” in the City of East Moline. Mr. Donald Miller was in attendance to accept the proclamation. Mr. Miller thanked the Mayor and City Council for the proclamation, and their continued support.

Presentation:

Special Service Area Status Report for 2015 - 2016 (Tony Banaszek)

Mr. Banaszek, Chairman of the Special Service Area (SSA), presented to the City Council the 2015- 2016 Annual Report of the (SSA), dated April 17, 2017. A copy of this report is attached to, and included in, the City Council minutes.

Letter of Resignation:

Mayor Thodos read the following resignation letter from Attorney Clayton Lee, who is resigning his position as our City Attorney.

April 6, 2017 “Dear Mayor Thodos and City Council, Please be advised I have been appointed for an Associate Judgeship with the 14th Judicial Circuit in the State of Illinois. Pursuant to said appointment, I can no longer practice law. Therefore, I must resign my position as your Municipal Attorney effective April 28, 2017. The law office of Lee & Lee Attorneys PC will still be in operation as my father Attorney Graham J. Lee will be continuing the practice of law. After speaking with him, he would be more than happy to continue legal services with your municipality should you decide to retain his services. In the alternative, if you wish to contact me, I would be happy to give a list of attorneys who could meet your legal needs. Also, you may also hire an attorney of your choosing and/or contract the Rock Island County Bar Association for a list of possible attorneys. They can be reached at (309) 762-3643”. Should you have any questions with regards to this matter, please feel free to contact me.

City Attorney Clayton Lee Presented The Following Ordinances, And Resolutions:

Ordinance 17-09: An Ordinance Of The City Of East Moline Amending Title 3 “Business Regulations” Chapter 21 “Tobacco Products” And Amending Title 6 “Police Regulations”, Chapter 3 “Misdemeanors” Of The City Code Of The City Of East Moline, Rock Island County, Illinois.

A motion was made by Alderman DeJaynes, seconded by Alderman Almblade, to waive the reading of Ordinance 17-09. Upon roll call the following voted in favor: Aguilar, Cheffer, Westbrook, Almblade, Mulcahey, and DeJaynes. Motion carried.

A motion was made by Alderman Almblade, seconded by Alderman DeJaynes, to adopt Ordinance 17- 09. Upon roll call the following voted in favor: Aguilar, Cheffer, Westbrook, Almblade, Mulcahey, and DeJaynes. Motion carried.

Ordinance 17-10: An Ordinance Of The City Of East Moline Enacting A New Section Under Chapter 5 City Council Section 1-51.1 Entitled “Persons Ineligible To Be A Member Of The City Council: Non-Partisan Elections” Dealing With The Same Subject Matter Of The City Code Of The City Of East Moline, Rock Island County, Illinois.

A motion was made by Alderman Almblade, seconded by Alderman DeJaynes, to waive the reading of Ordinance 17-10. Upon roll the following voted in favor: Aguilar, Cheffer, Westbrook, Almblade, Mulcahey, and DeJaynes. Motion carried.

A motion was made by Alderman DeJaynes, seconded by Alderman Almblade, to adopt Ordinance 17- 10. Upon roll call the following voted in favor: Aguilar, Cheffer, Westbrook, Almblade, Mulcahey, and DeJaynes. Motion carried.

Resolution 17-19: A Resolution Of The City Council Of The City Of East Moline, Illinois, Authorizing Approval Of Spending In The Amount Of $43,221.00 For Qcomm911 Expenses.

A motion was made by Alderman Cheffer, seconded by Alderman Almblade, to approve Resolution 17- 19. Upon roll call the following voted in favor: Aguilar, Cheffer, Westbrook, Almblade, Mulcahey, and DeJaynes. Motion carried.

Resolution 17-20: A Resolution Of The City Of East Moline, Illinois, Authorizing The Approval Of A Contract With Houston-Galveston Area Council Purchasing Cooperative.

Chief DeFrance provided additional background information regarding Resolution 17-20 at Alderman’s Westbrook request.

A motion was made by Alderman Almblade, seconded by Alderman Cheffer, to approve Resolution 17- 20. Upon roll call the following voted in favor: Aguilar, Cheffer, Westbrook, Almblade, Mulcahey, and DeJaynes. Motion carried.

Resolution 17-21: A Resolution Of The City Council Of The City Of East Moline, Illinois, Authorizing Approval Of The Purchase Of A Pierce Enforcer Pumper Fire Truck.

A motion was made by Alderman Almblade, seconded by Alderman Cheffer, to approve Resolution 17- 21. Upon roll call the following voted in favor: Aguilar, Cheffer, Westbrook, Almblade, Mulcahey, and DeJaynes. Motion carried.

Resolution 17-22: A Resolution Of The City Council Of The City Of East Moline, Illinois, Authorizing The Sale Of Lots 9 And 10 Of The East Moline Industrial Park 1st Addition, By Directing Staff To Negotiate The Sale At A Price Not Less Than 80% Of The Appraised Value, Pursuant To 65ILCS5/11-76-41.

Mr. Girdler provided additional background information regarding Resolution 17-22.

A motion was made by Alderman Cheffer, seconded by Alderman DeJaynes, to approve Resolution 17- 22. Upon roll call the following voted in favor: Aguilar, Cheffer, Westbrook, Almblade, Mulcahey, and DeJaynes. Motion carried.

Committee-of-the-Whole (Alderman Mulcahey):

Alderman Almblade – stated that he would like to bring an item that was tabled at the April 3, 2017 City Council meeting concerning the River Eagle TIF #2.

A motion was made by Alderman Almblade, seconded by Alderman DeJaynes, to bring River Eagle TIF #2 back for more discussion. Upon roll call the following voted in favor: Aguilar, Cheffer, Westbrook, Almblade, Mulcahey, and DeJaynes. Motion carried.

Background Information:

River Eagle TIF #2 – Proposal – (Mr. Girdler, City Administrator)

River Eagle TIF #2 is being proposed for the redevelopment of the East Moline Metals and potentially the McLaughlin property. The redevelopment of East Moline Metals will involve demolition and rehabilitation of several structures on the site. This is the type of project that will be very beneficial to East Moline and a perfect fit for a TIF District.

Recommendation:

Approval of the TIF study and cost in the amount of $19,500

Discussion:

Alderman Almblade expressed his concerns regarding competing TIF’s. After a lengthy discussion, questions, comments, various scenarios and other aspects regarding this issue. It was recommended to approve the TIF study and cost on the redevelopment of the East Moline Metals property and potentially the McLaughlin property.

A motion was made by Alderman Westbrook, seconded by Alderman Mulcahey, to concur with the recommendation as presented to approve the TIF study and cost in the amount of $19,500. Upon roll call the following voted in favor: Aguilar, Cheffer, Westbrook, Almblade, Mulcahey and DeJaynes. Motion carried.

City Staff Communication:

Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:

John Reynolds, Chief of Police – Chief Reynolds reported to the City Council that they are in the middle of an abandon vehicle initiative. They have gotten a lot of positive feedback so far from people who have always wanted to get rid of their vehicles, but did not, so now they are kind of being pushed. They are being granted amnesty this week no fines or fees this week.

Ms. Petersen, Finance Director- Ms. Petersen updated the City Council regarding the East Moline Correctional Center water/sewer bill. In March 2017, the City received two (2) payments totaling $132,000 leaving a balance due of $365,000.

Mr. Girdler, City Administrator – Mr. Girdler informed the City Council that it is Spring Clean-up week. They didn’t complete Monday’s entire route, somewhere between 24, 25, 26 and 27th Street between Morton and 8th Avenue. They picked up 25 tons of Spring Clean-up items. Mr. Girdler reported that he had a couple of complaints about people rummaging through items that were being thrown away, but they were just complaining because they were unpacking boxes on their curb looking for items.

Mr. DeFrance, Fire Chief – inaudible –May 10, 2017

Mr. Lambrecht, Maintenance Services Director – Mr. Lambrecht stated to Mayor Thodos that it was a privilege working with you. Good Luck with upcoming free time.

Mr. Lambrecht informed the City Council that its Spring Clean-up week and you can set out anything but white goods and electronics. The river is on the rise, and probably by Thursday we will have to close flood gates.

Alderman Almblade asked if the new pumps have been tested yet. Mr. Lambrecht replied yes.

Alderman Westbrook stated that he had a complaint from a resident regarding garbage pickup along Morton Drive – 8th Ave between 20 – 27 Street. Problem with Republic getting the garbage cans with the cars in the way.

Mr. Lambrecht stated that he knew that Republic left notes on the cans telling residents that if there are cars parked there that they need to put there cans in the parking spot out to the road. They can do that in front of the car, behind the car or wherever they want to put the garbage can so that the arm can reach it. There is no way that it can reach around a parked car.

Alderman Westbrook concern was that often times those streets are filled with cars. So there is no space for any garbage cans on one side of the street. I know years ago that the garbage was picked up in the back

Mr. Lambrecht said if they decided to have the garbage picked up in back, Republic would be required to send mailers out to those residents on the streets affected, with ample notice of change and start date.

Alderman Almblade commented that he misses Mr. Kammler, Director of Engineering Services updates on City activities. Would it be possible Mr. Joseph Miller to update the Council on City on-going projects? Mayor Thodos replied that could happen.

A motion was made by Alderman Westbrook, seconded by Alderman DeJaynes, to adjourn the City Council meeting. Upon roll call the following voted in favor: Aguilar, Cheffer, Westbrook, Almblade, Mulcahey and DeJaynes. Motion carried. 7:26 p.m.
