Here is the minutes provided by the Committee:

Roll Call:

Mayor Pro-Tem Cheffer called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll. The following Aldermen were present: Robert Cheffer, Gary Almblade, Ed DeJaynes, Humberto Aguilar, and Mayor John Thodos. Absent: Helen Heiland, Nancy Mulcahey, and Gary Westbrook. 6:55 p.m.

Additions/Corrections to Agenda:

QCOMM911 Expenses (New Consolidated PSAP) (Chief Reynolds, Police Chief):

City Administrator Girdler and I serve on a steering committee of the four cities planning the consolidation of our 911 dispatch centers. In December 2016, an Intergovernmental Agreement (IGA) was passed by the councils in East Moline, Moline, Milan and Silvis agreeing to work cooperatively toward that goal. A second IGA is being drafted to formally establish and provide guidelines for the Illinois Quad Cities Communications Center, which will be branded as QComm911. The committee has identified that a QComm911 Director should be hired to assist in this consolidation. Additionally, new consoles and radios are needed at the new center. This initial cost of hiring a director, engineering fees for the new center and 2 Symphony consoles/radio equipment is approximately $196,458. East Moline would be responsible for 22% or $43,221. (See attachment for full explanation.)

Recommendation:

Approve spending $43,221 on hiring a new director for QComm911, engineering fees and console/equipment fees.

A motion was made by Alderman Almblade, seconded by Alderman DeJaynes, to concur with the recommendation as presented. Instruct the City Attorney to prepare the appropriate document and forward to the City Council for consideration. Upon roll call the following voted in favor: DeJaynes, Aguilar, Cheffer, and Almblade. Motion carried.

Tobacco Ordinance Update (Chief Reynolds, Police Chief):

For many years the East Moline Police Department has received a Tobacco Enforcement Program (TEP) grant from the Illinois Liquor Commission to educate retailers on how to enforce Minimum-age tobacco laws as well as to reduce the illegal sale of tobacco products to minors. Our current ordinance does not address “alternative nicotine products” which have become popular. Defining and adding this phrase to the ordinance will allow us to continue to discourage the illegal sale of tobacco products to minors. Additionally, the fee for a tobacco dealers’ license is $50.00 each year and has been this since at least 2003. I propose that the fee be increased to $100.00 each year. Letters have already been sent out to license holders for this year as the fee is due on May 1st; therefore I propose that this fee increase be effective May 1, 2018.

Recommendation:

Authorize the update of the tobacco ordinance to include “alternative nicotine products”. Increase the fee for a tobacco dealers’ license from $50.00 to $100.00 per year effective May 1, 2018.

A motion was made by Alderman DeJaynes, seconded by Alderman Aguilar, to concur with the recommendation as presented, Instruct the City Attorney to prepare the appropriate document and forward to City Council for consideration. Upon roll call the following voted in favor: DeJaynes, Aguilar, Cheffer, and Almblade. Motion carried.

Discussion On Muzzling Dogs In East Moline (Mr. Girdler, City Administrator):

I have been asked to place this on the Committee of the Whole Agenda for discussion. It is being suggested that any dog over forty (40) pounds be kept on a leash and muzzled. Attached you will find the current language on leashing and controlling animals.

Recommendation:

Staff will defer to the City Council as this is a policy matter.

A motion was made by Alderman Aguilar, seconded by Alderman DeJaynes, to table this item for further discussion. Upon roll call the following voted in favor: DeJaynes, Aguilar, Cheffer, and Almblade. Motion carried.

River Eagle TIF #2 – Proposal (Mr. Girdler, City Administrator):

The attached proposal for the establishment of a tax increment financing district (River Eagle TIF #2). River Eagle TIF #2 is being proposed for the redevelopment of the East Moline metals and potentially the McLaughlin property. The redevelopment of East Moline Metals will involve demolition and rehabilitation of several structures on the site. This is the type of project that will be very beneficial to East Moline and a perfect fit for a TIF district.

Financial:

This is not a budgeted item.

Actual Cost: $19,500

Funding Sources: Reimbursement from River Eagle TIF #2

This is not a CIP Project.

Recommendation:

Recommend approval.

Alderman Almblade made the following comment regarding this item: This is something that is going to be on-going for years to come, and we are basically going to have a new City Council, and a new Mayor. Alderman Almblade believes that they need to be involved in this from the very beginning, since this project does involve spending money.

A motion was made by Alderman Almblade, seconded by Alderman Aguilar, to table this item until May 15, 2017 Committee-of-the-Whole to consider this item. Upon roll call the following voted in favor: Aguilar, Cheffer, and Almblade. Oppose: DeJaynes. Motion carried 3-1.

HGACBUY-Interlocal Contract For Cooperative Purchasing (Chief DeFrance, Fire Chief):

The East Moline Fire Department identified a purchasing cooperative that may reduce the price of our next fire engine by approximately $33,300. This item is for consideration of updating an existing no cost Inter-local contract for cooperative purchasing. This cooperative is formally known as the Houston-Galveston Area Council, a regional planning commission. Over 180 government entities in the state of Illinois are members of the cooperative. I have attached more information and a copy of the agreement for your review.

This is not a CIP Project.

Recommendation:

Approve the request and update the H-GAC Inter-local agreement between the City of East Moline and the Huston-Galveston Area Council for the purposes of cooperative purchasing of government equipment.

After a brief discussion, comments, and questions regarding various aspects of this item; A motion was made by Alderman Almblade, seconded by Alderman Aguilar, to concur with the recommendation as presented. Instruct the City Attorney to prepare the appropriate document and forward to the City Council for consideration. Upon roll call the following voted in favor: DeJaynes, Aguilar, Cheffer, and Almblade. Motion carried.

Fire Truck Purchase (Chief DeFrance, Fire Chief):

As part of the 2017 CIP, the fire department is scheduled to purchase a replacement fire truck. This purchase is part of the department’s fleet replacement schedule updated and presented to council 2012. The schedule forecast the replacement of a 20 year old fire truck in 2017 at a budgeted cost of $500,000. A truck committee was formed with department members and consultation with the motor pool to develop specifications of the needed truck purchase. While fire trucks are custom built, the committee did learn of a stock specification that would meet the department’s needs while saving thousands of dollars over a specifically designed custom built unit to East Moline.

The budgeted amount for this purchase was $500,000. By utilizing a cooperative purchasing program a stock specification Piece Enforcer Pumper may be purchased for $475,403 if prepaid at 100% and performance bone issued to the City of East Moline. The price may be further reduced by $1,480 to a final price of $473,922 if the City did not require a performance bond.

Recommendation:

Authorize the purchase of a Pierce Enforcer Pumper Fire Truck per the attached proposal by utilizing a $100,000 down payment and short term financing on balance of $375,403 or other amount determined by City Council.

A motion was made by Alderman Almblade, seconded by Alderman Aguilar, to purchase the Pierce Enforcer Pumper Fire Truck for $475,403, using the performance bond and using the 5 year interest rate from Triumph Bank. Instruct the City Attorney to prepare the appropriate document and forward to City Council for consideration. Upon roll call the following voted in favor: DeJaynes, Aguilat, Cheffer, and Almblade. Motion carried.
