Here is the minutes provided by the Committee:

Chairman York called the meeting to order at 5:30 pm and noted a quorum was present. There were Several agenda items for consideration.

An explanation on the need to repair the storm sewer at the 600 block of 8" Street was the first agenda item. Jim explained that steel culvert pipe at the end of 8" Street has deteriorated and needs to be replaced. The bottom of the pipe rotted out causing severe undermining. Jim said that due to the grade and distance of the pipe (160') his people were notable to perform the work. He considers the repair to be an emergency due to the amount of erosion and recentrains. A contractor that has access and time to make the repairs was lined up to start immediately. The cost to excavate and install a new plastic fused pipe would be $9,932. Jim said this would come from his sewer budget. Committee was in agreement to move forward with the project and the item would be placed on the June 6" COW agenda. It was noted that the work would begin immediately.

The next item for discussion was the storm sewer situation between 12" and 14" Street in the 700 block area. Jim explained that the ditch line is usually wet making it nearly impossible to mow. The neighbors have Complained about the standing water, tall weeds and mosquitos. This project is on the CIP list and when looked at two years ago the price tag was $18k for engineering and $325k for construction. Jim Said he is looking into having a firm that specializes in underground trenching give us ideas but the general plan would be to plow in a 12" permeable pipe approximately 540'. The pipe would allow the area to dry up and allow staff to easily mow it all at a fraction of the engineer estimate. Jim said the estimated cost would not exceed $15k. Committee was in agreement to move forward with the project and the item will be placed on the June 6" COW agenda.

Next on the Schedule was discussion on relief on a water bill. Deer Valley duplex building 2 was apparently overcharged for water (and sewer) use. An apparent flaw in the program is to blame. Jim explained that the original meter was installed backwards resulting in a large beginning number that was not capable of being changed due to the Software glitch. What is proposed is charging for the actual water used. Committee discussed and agreed to issue the credit in the amount of $514.15. Committee was in agreement to place the item on the June 6" COW agenda.

The traffic signals at 9"Street and First Avenue crosswalk signs are damaged due to hanging too low and by semi-trailers banging into them when they turn from southbound onto First Avenue. What is proposed is replacement and installing at 8"height new signal boxes as well as repairing one of the actuator buttons. Total cost for replacement would be $6,799 quoted by Davenport Electric. Jim said that he would take from his signal repair line item. (Jim is checking if there is an agreement with the state for partial reimbursement). Committee was in agreement to move forward with the repair as noted and the item would be placed on the June 6" COW agenda.

The last agenda item for consideration was the request to repair the culvert under Crosstown Avenue just west of IlliniTower. The rains have caused the concrete pipe to separate, the storm sewer pipe from the inlet on Crosstown to come loose and cause severe erosion. If not repaired there is the possibility of the road undermining. There is no cost estimate however it is a project that will need to be done as soon as possible. Because of the large pipe involved city equipment is not capable of making the repairs. However to keep costs low the staff could haul as needed. No action was taken.

There were no other agenda items and the meeting was adjourned at 5:57 pm.
