1. A Resolution considering all Rules and Regulations adopted by the Board of Fire and Police Commissioners (Board) concerning “Chapter IV – Promotions – Police;” and approving same as an exercise of the City’s home rule powers. (Alison Fleming, Human Resources Manager)

Explanation: The Board of Fire and Police Commissioners approved changes to its Rules and Regulations at its June 20, 2017 meeting. Said changes allow police promotional candidates to request veteran’s preference points. This language mirrors that of the fire promotional process. Additional documentation attached.

2. A Resolution authorizing the Mayor and City Clerk to execute a surrounding property owners consent form granting the City’s consent for a Class A Restaurant liquor license to be issued for a new restaurant to be located at 421 19th Street, Moline. (Maureen Riggs, City Attorney)

Explanation: Thomas Waggoner wishes to apply for a Class A Restaurant liquor license for a new restaurant to be located at 421 19th Street, Moline. Pursuant to Section 4-3202(a) of the Moline Code of Ordinances, no liquor license of any class, except a special event license, shall be issued unless a majority of the surrounding property owners within a 150 foot radius from the center of the front of the premises for which the license is sought provides consent to the issuance of the license. The City owns 428 19th Street, a parking lot that is within the 150 foot radius. Additional documentation attached.
