Moline City Council met June 20.

Here is the minutes provided by the Council:

Council Meeting: The City Council meeting came to order at 8:46 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: Alderman Wendt gave an Invocation.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Parker, Wendt, Potter, Turner, Waldron and Berg present. Absent: Aldermen Rodriguez and Schoonmaker.

Items on Consent:

Approval of Minutes, Appointments Made & May Financial Report

Special Council meeting minutes of June 13, 2017, Committee-of-the-Whole and Council meeting minutes of June 13, 2017, appointments made during Committee-of-the-Whole on June 20, 2017, and the May Financial Report.

Second Reading Ordinances

1. Council Bill/Special Ordinance 4024-2017

A Special Ordinance authorizing the Mayor and City Clerk to execute a Quit Claim Deed between the City of Moline and Moline Forge, Inc.

Resolutions

2. Council Bill/Resolution 1111-2017

A Resolution authorizing the Utilities General Manager to purchase a Flygt pump for the Coal Creek Lift Station, in the amount of $15,700.

3. Council Bill/Resolution 1112-2017

A Resolution authorizing the City Administrator and Chief of Police to execute an Intergovernmental Agreement between the City of Moline and the Quad City Metropolitan Enforcement Group for the period July 1, 2017 through June 30, 2018, setting forth the terms for the police department’s continued participation in this multi-jurisdictional law enforcement effort.

Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Parker, Wendt, Potter, Turner, Waldron and Berg; nays: none.

Resolutions

4. Council Bill/Resolution 1113-2017

A Resolution authorizing the Mayor and City Clerk to execute an Assignment Pledge and Security Agreement of Property Tax and Sales Tax Rebate Payments of Development and Economic Incentive Agreement for the Dolan Commons development project.

Approved: Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 1113-2017. Motion carried on roll call with the following vote: ayes: Aldermen Parker, Wendt, Potter, Turner, Waldron and Berg; nays: none.

First Reading Ordinances

5. Council Bill/Special Ordinance 4026-2017

A Special Ordinance repealing Special Ordinance No. 4031-2016 which declared the prevailing rate of wages to be paid workers on public works projects, and ascertaining and declaring the prevailing rate of wages to be paid to certain laborers, mechanics and other workers performing public works for the City of Moline within Rock Island County.

6. Council Bill/Special Ordinance 4027-2017

A Special Ordinance authorizing the Mayor and City Clerk to execute an Extension Agreement between Financial District Properties HQO, L.L.C., and the City of Moline.

Motion for Consideration: Alderman Parker, seconded by Alderman Potter, moved to consider council bill 4027-2017. Motion carried on roll call with the following vote: ayes: Aldermen Parker, Wendt, Potter, Turner, Waldron and Berg; nays: none.

Adopted: Alderman Parker, seconded by Alderman Potter, moved to adopt Council Bill 4027-2017. Motion carried on roll call with the following vote: ayes: Aldermen Parker, Wendt, Potter, Turner, Waldron and Berg; nays: none.

Council, Staff and Citizen Comments:

Alderman Parker requested an update on police presence at the upcoming John Deere Classic. Chief Hankins shared that the police participation sign-up sheet has not been returned to the City as of today’s date. The City of Silvis is currently reevaluating the police assignments.

Alderman Parker shared that he had the opportunity to go to the Bluffs Neighborhood Watch reinvention meeting at Trinity Lutheran. There was a great turnout, and some tremendous people are leading this group. He looks forward to great things from this group.

Alderman Parker shared that the Moline Housing Authority will be developing a neighborhood watch program for the Housing Authority in response to the COP Office being removed from the premises several years ago. They are attempting to stay on top of any issues there may be on the premises. There will be a meeting concerning this matter on Thursday, June 22, 2017, at 6:00 p.m., at Spring Valley. He encouraged everyone to attend.

Alderman Parker invited everyone to attend the 4th of July parade on 12th Street and 25th Avenue Court on July 4, 2017, at 10:00 a.m.

Ray Forsythe, Planning & Development Director, shared that he, Doug Maxeiner, City Administrator, and several others had lunch at Lagomarcino’s today. They were part of a filming for an ice cream show on the Food Network. It was great publicity for the City and Lagomarcino’s.

J.D. Schulte, Public Works Director, advised he and several staff members observed the traffic flow on John Deere Road this past weekend, and he was very pleased with it. He had no negative feedback. As such, next weekend, the City will continue with the current timing and sequencing of the lights. However, there is a tournament on the 4th of July weekend for which Lori Wilson, Parks Recreation Director, is concerned. As such, he may have some people on John Deere Road to manually control the traffic if the need arises.

Mayor Acri mentioned that the Overlook groundbreaking is tomorrow at 10:00 a.m. She encouraged everyone to attend and support this event.

Mayor Acri shared that on Friday, June 23, 2017, at 5:00 p.m., there is a State of the Arsenal presentation at the iwireless Center. It is a free event, and she encouraged everyone to attend.

Executive Session:

Alderman Parker, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Collective Negotiating Matters-5 ILCS 120/2(C)(2), and Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees-5 ILCS 120/2(C)(1. Motion carried on roll call with the following vote: Ayes: Aldermen Parker, Wendt, Potter, Turner, Waldron and Berg; nays: none.

City Council convened in Executive Session at 8:57 p.m.

Alderman Parker moved to adjourn Executive Session, seconded by Alderman Wendt.

Council reconvened in open session at 9:20 p.m.

On motion of Alderman Parker, seconded by Alderman Wendt, Council adjourned at 9:20 p.m.

The next regularly scheduled City Council meeting is on July 11, 2017.
