Village of Andalusia Village Board met July 17.

Here is the minutes provided by the Board:

Call to Order:

The Board of Trustees met in a public meeting on Monday July 17, 2017 at the Village Hall. The meeting was called to order by President Curt Morrow at 7:00 pm. He led the pledge to the flag.

Roll Call:

Present: President Morrow, Trustee Woeber, Trustee Einfeldt, Trustee Neece, Trustee Anderson, Trustee Pittard, Trustee Brackney

Absent: None

Trustee Neece Made A Motion To Accept The Minutes as corrected From The July 10, 2017 Board Meeting. Seconded By Trustee Woeber. Voice Vote.

Aye: Trustee Anderson, Trustee Woeber, Trustee Neece, Trustee Pittard, Trustee Brackney, Trustee Einfeldt

Nay: None

Motion Carried: 6-0 (0 Absent)

*The July 10, 2017 minutes misstated Justin Parchert’s pay raise as being $.65 an hour. It was supposed to be $1.00 an hour pay raise. It has been corrected.

Trustee Anderson Made A Motion To Approve The Bills For July 17, 2017 In The Amount Of $118,883.09 Seconded By Trustee Pittard. Voice Vote.

Aye: Trustee Einfeldt, Trustee Neece, Trustee Woeber, Trustee Pittard, Trustee Brackney, Trustee Anderson

Nay: None

Motion Carried: 6-0 (0 Absent)

General Fund $ 5,644.50

Police Dept Fund $ 178.99

Park Fund $ 1,880.00

Water Fund $ 1,537.64

Sewer Fund $ 1,783.71

Sewer Project Fund $ 107,858.25

Committee Reports:

Water and Sewer: Trustee Pittard reported that the aeration lines at the Sewer plant are almost done. The hope is that by next week, the lagoon will be filled back up with water.

Streets and Alleys: Trustee Woeber reported that the maintenance crew will be doing street projects for the next month to month and a half.

Finance and Audit: Trustee Brackney reported that the Auditors will be here this week.

Building and Grounds: Trustee Einfeldt stated that the ditches have begun to be mowed and they look much better.

Parks and Recreation: Trustee Anderson reported that the first installment for the harbor dredging has been paid. It was for 10% of the final cost. He also informed the Board that 40% more will be due when they start with the balance due upon completion. For a total of $18,800.00.

Trustee Anderson also informed the Board that he is working with Louis Betts to come up with a new lease agreement for Kelly’s Landing. He stated that the agreement will have goals set for both the Village and Kelly’s landing. He also wanted to be clear that they are goals and not mandatory, they do not bind the Village or the Kelly’s. Louis Betts and Chad Kelly will both be here at the meeting on August 21, 2017 to answer any questions the Village has.

Mayor Morrow informed the Board that as part of the lease agreement, Kelly’s Landing needs to provide a Financial Statement to back-up the revenue reported in the future.

Police: Trustee Neece has been working with Commander Lee with the RICO Sheriffs Dept. to stagger Officer Rasso’s work hours during the summer months. That will begin this week.

Reports of Officers:

Village Clerk: Clerk Hoffman wanted to inform the Board as well as the residents of a telephone scam that has affected at least one resident. It is called the “Can you hear me now?” scam. Basically, a scammer calls and there is so much noise on the line that the person can’t hear them. The call is disconnected and the scammer calls back. They ask “Can you hear me now?” and the person receiving the call usually answers “Yes”. At that point, the scammer is recording the answer. Somehow with that recording, the scammer is able to authorize credit card charges.

Clerk Hoffman also informed the Board that an Ordinance Violation has gone out to Venus Thompson regarding the state of her property as well as the burnt house. The Ordinance basically informs her that something needs to be done since it’s been nearly 2 years since the fire. Clerk Hoffman informed the Board that she will be attending an Allocation and Distribution Workshop in Galesburg on August 3, 2017.

Department of public works: Justin Parchert informed the Board that the street repair is in the works and he asks for patience while it is ongoing. He also has plans to seal coat very soon. The crew replaced a culvert on 2nd Ave and 2nd Street and the docks are in. Mowing is getting done as well.

Mayor: Mayor Morrow instructed Clerk Hoffman to contact Roger Peterson with SGM Sports bar and inform him that the Board has decided not to reduce the cost of his liquor license fee.

Old Business: Recommendation to approve the amending of the Village Employee Manual.

New business: Recommendation to approve Resolution No. 2017-07-01 – The prevailing rate of wages to certain Labors, mechanics and other Workers Performing Public Work.

Motion Carried: 6-0 (0 Absent)

Trustee Woeber Moved To Adjourn The Meeting At 7:50 Pm. Seconded By Trustee Anderson.
