The City Council of the City of Geneseo met Tuesday September 26, 2017 at the Council Chambers, 115 South Oakwood Avenue. Mayor Kathy Carroll-Duda called the meeting to order at 6:00 pm. Alderman Paula Simosky, Kent Anderson, Sue Garlick, James Roodhouse, Brenda Johnson, Jason Robinson and Bob Wachtel answered roll call. Martin Rothschild was absent. Others in attendance included City Administrator Lisa Kotter, City Attorney Margaret Kostopulous, Public Works Director Chad VanDeWoestyne, IT Manager Garrett Griswold, HR Generalist Brandon Maeglin, Inspector Rick Mills IT.

A Quorum was present.

Public Comment:

None

Discussion on Ordinance O-17-25 An Ordinance Amending Ordinance O-17-20 Establishing an Administrative Procedure to Determine Eligibility for Benefits Under the Illinois Public Safety Employee Benefits Act.

The one change that was discussed was changing the section numbers to 37 instead of 38 that was passed with Ordinance O- 17-20.

Motion by Wachtel, second by Robinson to recommend to the City Council to adopt Ordinance O-17-25 an ordinance that amended Ordinance O-17-20 regarding the PSEBA procedures and any changes recommended by the Attorney.

Discussion on Ordinance O-17-26 An Ordinance Adopting Cable & Video Regulations.

Discussion was held on the plan to collect 52% of gross revenues. Questions were raised as to why Dish Companies don’t have franchise agreements and does any other media type company fall under this regulation.

Motion by Johnson, second by Simosky to recommend to the City Council to adopt Ordinance O-17-26 an ordinance for Cable & Video regulations.

Discussion of the purchase of an incinerator for Police Department.

Officer Schmitt explained the device and stated that Chief Piotrowski has selected the “Drug Terminator” model and would like to proceed before Whittington retires.

Motion by Robinson, second by Johnson to recommend to City Council for the purchase of the Drug Terminator incinerator in the amount of $4,200.00.

Payment of City and Utility Bills:

New bill format in a Vendor List was included with the bills and Council has decided that they would like to see this with the bill payment documents moving forward.

Motion by Wachtel, second by Garlick to approve City and Utility bills as presented.

Executive Session:

Motion by Wachtel, Second by Robinson to enter into executive Session Pursuant to Litigation Matters pursuant to: 5ILCS 120/2(c)(11) Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting at 7:00pm.
