The Village Board Meeting was called to order by Mayor Bruce Peterson at 6:00 p.m. on Monday December 4th, 2017.

Call To Order By Mayor Peterson

Roll Call / Establishment Of Quorum / Pledge Of Allegiance

Roll Call #1: Present: Trustees Brian Bitler, Patty Lindley, Gerry Meade, Wayne Oney, Dustin Sloan

Absent: Wes Wells

Mayor Peterson declared a quorum present

Also Present: Sarah Gorham, Atty; Manny Rivera, RICO Sheriff’s Dept

Comments From The Mayor

Thanked the staff and Economic Development Committee for success of the Christmas Walk Today is the Illinois Bicentennial flag raising, to initiate the start of the 200th year anniversary of Illinois statehood

Holiday lighting contest is now underway, judging will be 12/9, winners announced 12/13/17

Lou Dilauro shared information and opinions about using TIF funding to encourage residential development, in order to increase population; Mayor commented as to usage of TIF funds as well as other Village funds for development

Dick Taber questioned status of water hookups, Mayor said he may wish to attend IRDC meeting on 12/18 at 4:30

Trustee Oney made a motion to approve Ordinance #M170412 FY18-19 Tax Levy, seconded by Trustee Lindley

Roll Call #2: Ayes: Oney, Lindley, Bitler, Sloan, Meade

Nays: None

Mayor Peterson declared motion approved

2. Economic Development Wes Wells

a. Trustee Wells absent, so Trustee Lindley thanked everyone for Christmas Walk

3. IRDC Committee Patrick Strobel/ Gerry Meade

4. Planning/Zoning Committee Gerry Meade

a. Minutes from 11/08/17 P & Z meeting (C/A Item B)

b. Downtown Development continuing

c. There will be a Zoning Variance request addressed at 12/13/17 P & Z meeting

d. Plan to resume working on possible additional sign ordinance

a. NPDES Permit Renewal

Trustee Bitler made a motion to approve Kevin Farrell to do the NPDES Permit renewal for a fee of $1,000, from the Sewer Budget, seconded by Trustee Meade

Roll Call #3: Ayes: Bitler, Meade, Lindley, Sloan, Oney

Nays: None

Mayor Peterson declared motion approved

3. Bldg. & Grounds/Streets & Street Lights Brian Bitler

a. Heating/air conditioning unit(s) replacement at Village Hall

b. Trustee Bitler left the Board Room altogether for the discussion about the furnace/air units replacements, as company owned by his son is one of the bidders

c. Felt that replacement costs could come from General Budget

Trustee Meade made a motion to approve Bitler Heating & A/C to replace the units at Village Hall, seconded by Trustee Oney

Roll Call #4: Ayes: Meade, Oney, Lindley, Sloan

Nays: None

Mayor Peterson declared motion approved

4. Cemetery Gerry Meade

a. May have sign at cemetery entrance rehabbed by Larry Tilberg

b. Next cemetery meeting planned for 3/26/18

a. Minutes from the November 20, 2017 Board Meeting (C/A Item A)

Trustee Meade made a motion, seconded by Trustee Sloan, to approve the Consent Agenda

Trustee Sloan plans to talk with MSA about the escalating costs of their services, with the hope of perhaps scaling back their services; Attorney Gorham said that each contract needs review prior to signing.
