Village of Woodhull Village Board met November 13.

Here is the minutes provided by the Board:

President Dave Holmes called the meeting to order on November 13, 2017 @ 7:00 pm.

Followed by roll call: Jeff Bell, Jason Carlson, Luke Gierach, Ron Hoburg, Connie Vail, and Derek VerHeecke.

Also present: Michelle Keener – Treasurer, Jacki Beck – Village Clerk, Wayne Mileham – Public Works Superintendent, Dustin Dobbels – Public Works Assistant, Chad Hillier – Police Chief.

Public Comments:

Ben Burgland, from Blucker, Kneer & Associates, was present at the meeting to give the Annual Audit Report for the Village of Woodhull for the fiscal Year ending April 30th 2017.

Blaine Kirth from IMLRMA was present at the meeting to discuss the Property and Liability Insurance with the Village Board. Mr. Kirth discussed the many reasons he believes the Village of Woodhull should renew the Property and Liability Insurance with his company.

Approval Of Minutes:

Jason Carlson made a motion to approve the October 9, 2017 Regular Board Meeting Minutes as presented. Connie Vail seconded the motion. Motion carried 6-0.

Ron Hoburg made a motion to approve the October 9, 2017 Closed Session Board Meeting Minutes as presented. Jeff Bell seconded the motion. Motion carried 6-0.

Derek VerHeecke made a motion to approve the Treasurer’s Report as presented. Jason Carlson seconded the motion. Motion carried 6-0.

Ron Hoburg made a motion to authorize Village Treasurer Michelle Keener to set up separate accounts for Winn, Video Gaming and six CD’s with the following persons as Authorized signers on the accounts: David R Holmes, Michelle Keener, Jacki Beck, Ronald Hoburg, and Derek VerHeecke. Luke Gierach seconded the motion. Hoburg – Y, Gierach – Y, Bell – Y, Carlson – Y, Vail – Y, VerHeecke – Y. Motion carried 6-0.

Derek VerHeecke made a motion to continue with BCBS Health Insurance with the same Dental and current plan for Employees of Woodhull effective December 16, 2017. Jason Carlson seconded the motion. VerHeecke – Y, Carlson – Y, Bell – Y, Gierach – Y, Hoburg – Y, Vail – Y. Motion carried 6-0.

Additions To The Agenda:

Jeff Bell made a motion to add one item to the Agenda which is a request for a donation from the Mystic Dance Team. Luke Gierach seconded the motion. Motion carried 6-0.

The Village Board agreed they would make a donation to the Mystic Dance Team but the amount will depend upon the Village getting more information about the request.

Derek VerHeecke made a motion to pay the bills from the various accounts as amended. Luke Gierach seconded the motion. Motion carried 6-0.

Police/Civil Defense/Permits:

Police Chief Chad Hillier presented the October Police Department Activity Report as follows: Woodhull Police Department responded to 20 calls for service, conducted 26 traffic stops, 20 warnings, 2 citations being issued, used 67.2 gallons of Gasoline at a cost of $176.62.

Jason Carlson made a motion to approve the October Police Report as presented. Derek VerHeecke seconded the motion. Motion carried 6-0.

Connie Vail made a motion to allow Police Chief Chad Hillier to continue with the plans for the Village of Woodhull to get a K-9 Unit. Luke Gierach seconded the motion. Vail – Y, Gierach – Y, Bell – Y, Carlson – Y, Hoburg – Y, VerHeecke – Y. Motion carried 6-0.

Public Works Report:

Dustin Dobbels presented the October Public Works Report as follows: Dustin reported on the work done for the month of October for both the Streets Department and the Water Department. Water pumped in October 2,784,496.

Derek VerHeecke made a motion to approve the October Public Works Report as presented. Ron Hoburg seconded the motion. Motion carried 6-0.

Connie Vail made a motion to increase the Water/Sewer Rates beginning January 1st 2018 to the following amounts: Water Rate by $3 a month, Sewer Rate by $3 a month and those connected to the sewer outside the Village limits will see a $6 a month increase. Jason Carlson seconded the motion. Vail – Y, Carlson – Y, Bell – Y, Gierach – Y, Hoburg – Y, VerHeecke – Y. Motion carried 6-0.

Jason Carlson made a motion to go into Closed Session at 9:25 p.m. Ron Hoburg seconded the motion. Motion carried 6-0.

Luke Gierach made a motion to return to Open Session at 11:06 p.m. Derek VerHeecke seconded the motion. Motion carried 6-0.

Derek VerHeecke made a motion to accept Ordinance number 17-03 for Village of Woodhull Property and Liability insurance with IMLRMA and to pay the bill in full by November 17th at a discounted rate. Connie Vail seconded the motion. VerHeecke – Y, Vail – Y, Bell – Y, Carlson – Y, Gierach – Y, Hoburg – Y. Motion carried 6-0.

Derek VerHeecke made a motion to accept the Enterprise Zone Ordinance number 17-04. Luke Gierach seconded the motion. VerHeecke – Y, Gierach – Y, Bell – Y, Carlson – Y, Hoburg – Y, Vail – Y. Motion carried 6-0.

Derek VerHeecke made a motion to adjourn the meeting at11:23 p.m. Ron Hoburg seconded the motion. Motion carried 6-0.
