Here is the minutes provided by the Board:

Call To Order:

The Board of Trustees met in a public meeting on Monday January 8, 2018 at the Village Hall. The meeting was called to order by President Curt Morrow at 7:00 pm. He led the pledge to the flag.

Roll Call:

Present: President Morrow, Trustee Neece, Trustee Brackney, Trustee Woeber

Absent: Trustee Einfeldt, Trustee Pittard, Trustee Anderson

Trustee Neece Made A Motion To Accept The Minutes From The December 4, 2017 Board Meeting. Seconded By Trustee Woeber. Voice Vote.

Aye: Trustee Neece, Trustee Brackney, Trustee Woeber

Nay: None

Motion Carried: 3-0 (3 Absent)

Trustee Woeber Made A Motion To Approve The Bills For January 8, 2018 In The Amount Of $38,372.10 Seconded By Trustee Neece. Voice Vote.

Trustee Woeber Made A Motion To Accept The Treasurers Report For December 2017. Seconded By Trustee Neece. Voice Vote.

Committee Reports:

Water and Sewer: Trustee Woeber reported that there were a couple of water main breaks, they have since been repaired.

Streets and Alleys: Trustee Woeber reported that the roads have been plowed and salted after the big snow storm.

Finance and Audit: No Report

Building and Grounds: Trustee Woeber mentioned that the Village should install an open front rounded building for salt storage. The building should be installed at the Municipal Building near the fence. He also suggested that it have a poured foundation. Currently the salt is being stored inside of the Municipal Building and it’s causing rust. Trustee Woeber told Justin that he thinks he should get aggressive with this project and get the salt out of the building.

Parks, Recreation and Harbor: Justin Parchert reported that the snow and ice has been cleared from the walking path. He also cleared the Memorial.

Police: Officer Rasso suggested the Village look at Port Byron’s snow route ordinance. He believes it would be a good example for the Village to use for updating our snow route ordinance.

Officer Rasso also suggested the Village consider getting together with the other towns in the area and hire 2 EMT’s to service the area. He explained that it would be more efficient during emergency calls and with the other towns splitting the costs, it would lessen the financial impact to the Village.

Mayor Morrow explained that there has been a car parked in the snow route on 5th Ave Drive west. He said that the vehicle has been there for more than 6 months and needs to be removed.

The Village Board wants to remind everyone that they need to pay attention to the snow routes and move their vehicles accordingly. Tickets will be issued and vehicles will be towed. Officer Rasso explained that the Sheriffs Department is changing their hours. He suggested the board put the hours they want him in town in the new contract that is due to be signed in May or June.

Reports Of Officers:

Village Clerk: Clerk Hoffman spoke with former Trustee Killian about having the Village’s Mission Statement made into a plaque. Clerk Hoffman has already looked into it and the expense has already been approved in a previous meeting. She will begin working on getting the project done.

Clerk Hoffman mentioned that since all the vehicles titles as well as other important documents are just sitting in the office. If there were a fire, they would be lost. She asked permission to obtain a 5X10 safety deposit box at the Andalusia Community Bank for $40.00 per year. The Village Board agree with the purchase. There will be 4 authorized persons that will have access to the box. The Village Clerk, Shelly Hoffman; The Village Treasurer, Vickie Powell; Mayor Morrow, and Trustee Woeber.

Department of Public Works: Justin Parchert reported that there was a water main break on Friday on 2nd Ave West and another break on Saturday on 4th Street West. Both have been repaired.

Justin called his dad in to help with the breaks, and would like him to be compensated for his time. The Board agreed that he should be compensated. Justin informed the board that Casey’s is planning on opening on March 8, 2018. They have installed heat and water at this time.

He also informed the board that the Village has received some revenue from their water usage during the building process.

Justin also reported that Ordinance Violations will be going out as soon as he gets a chance to site them. One property that will be sited is the Andalusia Mart for the garbage that keeps accumulating in the ditch across the street. The garbage keeps flying out of his dumpster since it is too small for the amount of garbage they get rid of. The owner has already been warned several times.

Old Business: Justin has asked the Village Board for an increase in his cell phone bill compensation from $35.00 to $75.00 a month since he has consistently burned through his data doing Village Business. This will be an action item for the January 22, 2018 Board Meeting.

Justin presented a letter to the Trustees asking to be paid for the Comp hours he has over the allotted 120 hours. He has been working so many hours and has no chance of using them up. The Board instructed Clerk Hoffman to pay Justin for all his hours and zero out his comp time.

The subject has been brought up several times regarding allowing Clerk Hoffman and Public Works Director Justin Parchert to be authorized signers on the Village Credit card.

Trustee Woeber Made A Motion To Allow Clerk Hoffman To Be An Authorized Signer On The Village Credit Card For An Amount Up To $2500.00 And Justin Parchert For An Amount Up To $5,000.00 Seconded By Trustee Neece. Voice Vote.

Motion Carried: 3-0 (3 Absent)

New Business: Clerk Hoffman has been looking into getting the internet down at the Police Station. She informed them that there will be a hook-up fee of $99.95.
