City of Rock Island Preservation Commission met August 15. 

Here is the minutes as provided by the commission:

Voting Members Present Linda Anderson, Robert Braun, John Daly, Elizabeth DeLong, Margaret Morse, Sue Swords


Voting Members Absent Leigh Ayers, Paul Fessler, Brent Bogen (Late, 5:14)

Associate Members Present Jeff Dismer, Diane Oestreich, Wendy Rowand

Staff Present Miles Brainard

Call to Order Chair DeLong called the meeting to order at 5:00 pm.

An Order Approving the Written Agenda

Swords motioned to approve. Anderson seconded the motion. The motion carried unanimously on a vote of 7 to 0. An Order Approving the Minutes of the Previous Meeting

Anderson motioned to approve the previous meeting minutes for June 20, 2018. Braun seconded the motion. The motion carried unanimously as amended on a vote of 7 to 0. 

Old Business

      1. Update on National Register Downtown District Nomination (RFQ Process) Brainard explained that the City has officially received its CLG grant award letter and that staff have sent out Requests for Qualifications to fifty historic preservation consultants, who were provided by the SHPO. The deadline for submittal is the end of August. DeLong asked what the RFQ evaluation criteria are and Brainard said that there are three: level of experience, number and quality of references, and fiscal capacity. It was further asked how price would factor into the decision making. Brainard explained that while price is a consideration, and those RFQs which are over budget will not be considered, it is only one of the several criteria. Oestreich asked if a subcommittee would be formed to help review the RFQs. Brainard said no, because it is not anticipated that more than a handful of responses will be received.

New Business

      1. Case 2018-4: Application for Certificate of Appropriateness

            a. MOTION: Swords motioned to approve the Certificate of Appropriateness for the work as described above and as outlined in the application for Case 2018-04. Morse seconded the motion.

            b. DISCUSSION: Brainard gave a brief overview of the work described which consisted of installing railing on the steps and porch leading up to the front door of the Carter House in Highland Park.

           c. ACTION: The motion carried unanimously on a vote of 7 to 0. 2. Routine Maintenance: Chimney Tuck-Pointing on Mitchell House at 1718 21st Street.

Brainard explained that while no COA was required for this work, it is helpful when the owners of Landmark properties let staff know that are doing routine maintenance on the exterior of the property.

Other Business

      1. Open Meetings Act, Freedom of Information Act, and Emails

Brainard explained the nature of these Acts and reminded the Commission members to keep them in mind when corresponding over email.

      2. Upcoming COA Applications Regarding Windows

Brainard asked for help from the Commission members in gathering information on historic window restoration. There are at least two homeowners who are exploring window replacement and Brainard would like to have resources to provide to them detailing how they might repair them instead.

3. Anderson complimented Brainard on his Riverine Walks he presented in the previous week which focused on historic preservation in the downtown as a tool for economic development.

Chair DeLong asked for a motion to adjourn. Daly motioned to adjourn. Swords seconded the motion.

The motion carried unanimously on a vote of 7 to 0. The meeting was adjourned at 5:35 pm. Minutes submitted by Miles Brainard.
