9. ADMINISTRATION

9.1. Presentation by Gina Hinrichs concerning net metering

9.3. Discussion of previously signed agreement with the Humane Society and alternative options.

Motion to recommend to the City Council to waive up to $3,000 of the utility fees for the Humane Society from July 1, 2020 usage through December 31, 2020 and to waive $6,000 of the utility fees from January 1, 2021 through December 31, 2021 and to put on the consent agenda.

9.4. Discussion Ordinance O-20-24 the Keeping of animals within the City limits.

Motion to recommend to the City Council Ordinance O-20-24 and to put on the consent agenda.

9.5. Discussion of Ordinance O-20-25 - setting a $5 fee for late notice letters.

Motion to recommend to the City Council Ordinance O-20-25 and to put on the consent agenda.

9.6. Discussion of Ordinance O-20-26 Authorizing Impoundment of Vehicles.

Motion to recommend to the City Council Ordinance O-20-26 and to put on the consent agenda.

9.7. Discussion of ordinance O-20-27 Increasing the number of class "B package store" liquor licenses from 5 to 8.

Motion to recommend ordinance O-20-27 to the City Council and to put on the consent agenda.

9.8. Discussion of resolution R-20-19 Approving Iowa Public Power Agency Refunding Transaction under Joint Transmission Agreement and Incorporation of Supplemental Exhibit in Loan Agreement.

Motion to recommend to City Council Resolution R-20-19 and to put on the consent agenda.

9.9. Discussion of resolution R-20-20 that removes Loree and adds Brandon as a signatory for banks.

Motion to recommend to the City Council resolution R-20-20 and to add it to the consent agenda.

9.10. Discussion of live streaming meetings. Due to the COVID situation the City used GoToMeetings and a lot of the public liked to watch the meeting from the comfort of their home. It does not work well to have a blended meeting with council physically in attendance but also on the GoToMeeting. We could live stream our meetings, but not allow live comments. The public would need to email or text their comment to the City Administrator to be read during public comment. There would be a cost of approximately $600 for microphone headsets.

Motion to recommend to the City Council to begin live streaming all council type meetings beginning in September and to put on the consent agenda.

10. PAYMENT OF CITY AND UTILITY BILLS

10.1. Payment of City Bills

Motion to approve the bills as submitted.

11. PUBLIC COMMENT

12. EXECUTIVE SESSION

5 ILCS 120/2(c)(1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal council for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.

5 ILCS 120/2(c)(2) Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules of one or more classes of employees.

5 ILCS 120/2(c)(3) The selection of a person to fill a public office, as defined in this Act, including a vacancy in a public office, when the public body is given power to appoint under law or ordinance, or the discipline, performance or removal of the occupant of a public office, when the public body is given power to remove the occupant under law or ordinance.

5 ILCS 120/2(c)(5) The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.

5 ILCS 120/2(c)(6) The setting of a price for sale or lease of property owned by the public body.

5 ILCS 120/2(c)(11) Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.

12.1. Enter into Executive Session Per 5ILCS 120/2(c)(6)

12.2. Discussion of Resolution R-20-17 Declaring the Industrial Park as surplus property.

To recommend resolution R-20-17 declaring the Industrial Park as surplus property to the City Council and to put on the consent agenda.
