City of Moline Traffic Engineering Committee Met July 7.

Matt Moore called the meeting to order at 1:30 p.m.

Agenda Items:

1. Approval of minutes for the Traffic Engineering Committee meeting of June 2, 2020. Motion to approve minutes by Regenwether, seconded by Russell. Motion carried unanimously.

2. Request to review the current signage at the intersection of 14th Street and 21st Avenue. The Committee received a request from Alderman Parker to review the current signage at the intersection of 14th Street and 21st Avenue. There were safety concerns at this intersection after a recent accident. Currently the intersection has yield signs and Alderman Parker is suggesting replacing the current signage with stop signs. Staff felt that uniformity of signage in the neighborhood was important; there are no other yield signs in the area. Motion to approve the request to replace the current yield signs at 14th Street and 21st Avenue with stop signs by Russell, seconded by Mathias. Motion passed unanimously.

3. Request that the alley east of 16th Street, between 8th and 9th Avenue, be changed to a one-way alley heading north. The City has recently reconstructed this alley. During conversations with homeowners in the area, it was discovered that access to the alley and parking along 9th Avenue have been a long-time issue. Currently, parking is allowed along the south side of 9th Avenue (which is a one-way westbound). This no parking area allows vehicles and garbage trucks heading westbound on 9th Avenue to make the right turn to head northbound on the alley. However, vehicles heading southbound in the alley struggle to make the right turn onto 9th Avenue, due to parked cars.

The two options the City determined would help the situation are to either eliminate the parking on the south side of 9th Avenue further west, or to make the alley a one- way northbound. Since the parking is highly utilized by the residents, Staff felt that the one-way would be the better solution. Parking on 9th Avenue would remain the same. Motion to approve the request to make the alley east of 16th Street, between 8th and 9th Avenue a one-way alley headed north by Mathias, seconded by Regenwether. Motion passed unanimously.

Motion to adjourn by Matt Moore, seconded by Regenwether. Motion carried unanimously. Meeting adjourned at 1:50 p.m.
