City of Moline Traffic Engineering Committee Met Aug. 11.

Here is the agenda provided by the committee:

1. Call to Order – Matt Moore

2. Roll Call – Kelly Humphrey

3. Approval of minutes of the Traffic Engineering Committee meeting of July 7, 2020.

4. Request to permanently adopt into the ordinance the westbound one-way on 32nd Avenue between 4th and 7th Street during school hours.

Explanation: Hamilton School received complaints from nearby residents concerning the traffic congestion in the fall of 2019. In September 2019, a temporary solution to the traffic congestion was implemented by the Police and Engineering departments under SEC. 20-2208 TEMPORARY REGULATION. The temporary measure did not require a change in ordinance. 32nd Avenue was converted to a westbound one-way between 4th and 7th Streets during school hours. The Police Department is requesting to permanently adopt the one-way into the ordinance.

5. Request to review the current speed limit on 22nd Street south of 11th Avenue B.

Explanation: The Traffic Engineering committee received a request from resident Tara Martin, who lives at 1194 22nd Street. She lives at the dead end of the street and has issues with vehicles pulling into her driveway to turn around. Tara advised she has little kids and is worried about them being hit when vehicles pull into her driveway. She is also concerned about how fast vehicles travel down the street.

6. Request to reconsider a reduction in the current speed limit on 14th Street between 30th and 35th Avenue

Explanation: In June of 2020, the Traffic Engineering Committee reviewed and denied a request to reduce the current speed limit on 14th Street between 30th and 35th Street. Residents were concerned that the placement of the meter was too close to 30th Avenue, and that vehicles don’t begin to pick up speed until further down the street. The portable radar speed sign was reinstalled at the 3400 block of 14th Street facing north. The results of the new study can be found as an attachment.
