City of Keithsburg City Council Met August 10

City of Keithsburg City Council met Aug. 10.

Here is the minutes provided by the council:

Mayor Henshaw opened the Meeting at 6:30 PM 

Pledge of Allegiance

Alderman Physically Present: Bill Pinger, Jan Occhi, Donnie Cox, Tom Litwiler, Ronnie Brock, and Don Truitt Others present: Cindy Diehl, Treasurer; Kelly Parker, Clerk; Troy Brock, Police; and Thomas Bennett, Police.

MSA Grant Project Updates: No representative due to weather.

Public Comments: Zack Fengel addressed the council on behalf of himself and Thomas Lenover concerning being kicked out of the campground. He feels the host has singled them out. Stated they were not the ones playing music and 3:00am this past weekend. Host cussed out the campers and children because they were still on the playground after 10:00pm and they were blamed for shooting fireworks off and it was not them. Council listened to concerns and are backing the Campground Host.

1. Minutes from last month’s meeting: Donnie made a motion to approve minutes, Bill seconded. Motion carried with all “Yes” votes.

2. Cash Receipts: Bill made a motion to approve, Donnie seconded. Motion carried with all “Yes” votes.

3. Cash Disbursements: Donnie made a motion to approve, Jan seconded. Motion carried with all “Yes” votes.

4. Water and Sewer

• Total gallons pumped with an average of

5. Streets and Sidewalks

• Introduced Skyler Flowers as the new full-time maintenance worker.

• Donnie made a motion to give George Lyle a $500 bonus for helping the City, Bill seconded. Motion carried with all “Yes” votes.

• Collin Miller has been hired as part-time permanent.

6. Fire Department

• New Applications: Jan made a motion to approve Tyson Malcom’s application, Ronnie seconded. Motion carried with all “Yes” votes.

• Jeremy reported lettering has been completed for the trailer purchased to transport the grain rescue equipment.

• Bill Pinger thanked the Fire Department for the help during the recent storms.

7. Police

• Troy Brock addressed the situation at the campground. He would like the campers to sign a document stating they received a copy of the rules. This will help if anything goes to court.

• Troy will be available for more hours when school starts during evenings and weekends.

• A zero tolerance rule will be used for golf cart, side by sides, and other ATVs driving on Main Street or 10th Street.

8. Campground

• Nila reported all is going good at the campground.

9. Zoning

• Ordinance 10/5/1 as it pertains to use of recreational vehicle or travel trailers was reviewed. Mayor Henshaw recommended a committee formed to review ordinance and recommend changes.

• Jan, Tom, Bill, Cindy, Shaun and Becky Tippie, and Nila Carle will make up the committee. 

10. Resolutions and Ordinances

• None

11. Other Business

• Donnie made a motion to except property from Cargill for an observation area, Ronnie seconded. Motion carried with all “Yes” votes.

• Residents have complained about the burn pile location. The City will burn the pile more often. This will keep the pile smaller.

• Donnie made a motion to allow Darren Garner to place two business signs on the City Billboard, Ronnie seconded. Motion carried with all “Yes” votes.

12. Donnie made a motion to adjourn the meeting, Bill seconded. Motion carried with all “Yes” votes.
