City of Moline Park and Recreation Board met Sept. 24.

Call to Order

Park Board President, John Knaack, called the meeting to order at 3:30 p.m. in the Public Works Conference Room.

Roll Call

Items on Consent

Approval of the Park Board Meeting Minutes of August 27, 2020.

Approval and acceptance of departmental August/September bill payment and departmental August/September revenue, expenditures, capital projects, park reserve and cemetery reports.

Omnibus Vote

Mike Waldron, seconded by Don Welvaert, moved to approve items by omnibus vote. Motion carried with unanimous approval.

Items Not on Consent

TBK Quad Cities Marathon. Joe Moreno, coordinator of the TBK Quad Cities Marathon, sought Board’s permission to utilize the Ben Butterworth Parkway and Ralph Birks Recreational Trail to host an “independent” version of the TBK Quad Cities Marathon. The event is to be held Saturday, September 26 and Sunday September 27, 2020, from 5:30 a.m. until 2:30 p.m. (this includes set-up and clean-up time). The race/run/walk will be held on an independent basis. The start/finish will be located at the Tax

Slayer Center. There will be a few card tables set up along the path with water bottles and volunteers making sure any garbage is cleaned up. Staff recommended approval. Mike Waldron motioned to approve, motion seconded by Susie Archer. Motion carried unanimously.

Grant Letter to the Moline Foundation. The friends of Moline Pickleball requested, on the behalf of the Moline Park Board and the Friends of Moline Pickleball, a $20,000 grant to go toward the construction of the pickleball courts. Naming rights of the courts would be available for every $10,000 given. Staff recommended approval. Mike Waldron motioned to approve, motion was seconded by Don Welvaert. Motion carried unanimously.

Black Hawk College Highway Construction Careers Training Program Partnership. Black Hawk College has a Highway Construction Careers Training Program that is looking to partner with the City of Moline to complete two projects this fall with the Parks & Recreation Department. The first project is to remove and replace the section markers at both cemeteries and the second project is to help install new metal benches and cover picnic tables on Ben Butterworth Parkway. We do not have to pay Black Hawk College anything and they are getting hands on experience. Staff recommended approval. Mike Waldron motioned to approve, motion seconded by Susie Archer. Motion carried unanimously.

Prospect Park Pavilion Historical Landmark. The historic commission for the city would like to make the Prospect Park Pavilion a historical landmark and would like Park Board approval. Staff sought Board’s direction. Don Welvaert motioned to approve, motion seconded by Mike Waldron. Motion carried unanimously.

Other Business/Public Comment

Pickleball courts, waiting for information from Musco Lighting. Prospect Park Pavilion painting done.

An assessment of the rock stabilization along the Ben Butterworth Parkway will need to be done at some point in the future.

Maintenance attention is needed at/around the Frisbee golf baskets in Prospect Park.

On the motion of Don Welvaert, seconded by John Knaack and unanimously approved, the meeting was adjourned at 4:03 pm.
