City of Keithsburg City Council Met October 13

City of Keithsburg City Council met Oct. 13.

Here is the minutes provided by the council:

Mayor Henshaw opened the Meeting at 6:30 PM

Pledge of Allegiance

Alderman Physically Present: Bill Pinger, Jan Occhi, Tom Litwiler, Ronnie Brock, and Don Truitt Others Present: Kayla Hillman, Clerk; Skyler Flowers, Maintenance; Jeremy Malcom, Fire Chief; Steve Haring, MSA; Nila Carl, City Campground;

Not Present: Donnie Coxs;

MSA Grant Project Updates: Steve Haring talked about the Wetland Mitigation project regards to mowing in and along the wetland. H&H and AES have agreed to remove dead trees; new plantings will be put in place based on contract specifications.

Grant Information: MSA has contacted Valley Construction regarding the sewer issues dealing with the Boat Club. Valley will be able to come to Keithsburg to meet or resolve the issues until early November 2020. The issue falls under project warranty period ending in November 2020, work and has been documented for some time. MSA will continue to push Valley for a meeting in early November to have a resolution. Jan motioned to approve letter to Valley Construction. Ron seconded. Motion carried with all “Yes” votes.

State of Illinois recently announced a new REBUILD Illinois grant funding programs through IEPA. Unsewered or inadequately sewered small impoverished communities to complete Project Engineering Report regarding current situation and improvement solutions. Unsewered or inadequately sewered communities to complete construction related improvements. Jan made a motion to accept, Bill Seconded. Motion carried with all “Yes” votes.

Public Comments: Requests to make a Deposit on the upper Campground for Spring of 2021, Will be discussed later.

1. Minutes from last month’s meeting: Ron made a motion to approve minutes, Don seconded. Motion carried with all “Yes” votes.

2. Cash Receipts: Bill made a motion to approve, Ron seconded. Motion carried with all “Yes” votes.

3. Cash Disbursements: Jan made a motion to approve, Bill seconded. Motion carried with all “Yes” votes.

4. Water and Sewer

• Total gallons pumped 1,590,000 with an average of 53,000

• Hydrants will be flushed October 16th, 17th, and 18th until complete.

• Approval of wages $11.25 for Sewer and Water Collector. Jan made a motion to approve, Bill seconded. Motion carried with all “Yes” votes

5. Streets and Sidewalks:

• Skyler Flowers discussed about the cleaning up of the city, City shed, bulk storage. Has begun to build the retaining wall at the campground.

• Bill made a motion towards $30 dollars a month to Skyler Flowers Cell Phone,

Don seconded. Motion carried with all “Yes” votes.

• Discussion of a Carport and Tables on the levee next spring, mentioned having a security camera.

• Ron made a motion to approve the removal of the remaining scrap. Bill

seconded. Motion carried with all “Yes” votes.

6. Fire Department:

• Jeremy reported issues concerning one of the Fire trucks having rust in the gas tank.

• Motion to accept 2nd Assistant Chief and a 3rd Assistant Chief. Ron motioned; Jan seconded. Bill “No”.

• Bill motioned to suspend the last motion; Ron seconded. Motion carried by all “Yes” votes. Will be on next month’s Agenda.

7. Police: Nothing to Report

8. Campground:

• Campground had a good year bring $68,700 in for the camping season.

• Water problems have been reported, Sand and grass present in bathrooms and hydrants Row 4.

• Ameren Light caught on fire; Ameren was quick to fix the problem.

• Campground will start shutting down if the weather temperature drops.

• Campground meeting with the council will be set soon to discuss Deposits and Pricing for the 2021 camping season.

9. Zoning: Will be having meeting once a month. Motion of vacating allies one runs north to south between 400 block of Washington Street and the 400 block of Jefferson Street. The other that is not a through alleyway that runs south to north of the 500 block of Jefferson Street. Jan motioned to Vacate Alley, Ron seconded. Motion carried with all “Yes” votes. Discussion of who is going to be the zoning enforcer.

10. Resolutions and Ordinances: Ordinance committee discussed about the violations of campers on homeowner lots. The steps needed to stop campers from camping on lots within the City Limits and who is going to enforce those rules. Meeting night will be on Wednesday before the Council meeting at 6pm at the City Hall. See ordinance 10-5-1

11. Other Business:

• Motion made by Ron for Halloween 2020 from 6-8 PM, Bill seconded. Motion

carried with all “Yes” votes.

• Contract between City of Keithsburg and Mercer County Animal Control, Motion

made by Ron, Jan seconded. Approved by all “Yes” votes.

• Motion made by Ron to accept the Gentlemen’s agreement between H&H and City of Keithsburg on stakes and shelters for the Wetlands Project. In return City will mow 2 times a year, Bill seconded. Approved by all “Yes” votes.

12. Ron Motioned to Adjourned the meeting, Tom seconded. Motion carried with all “Yes votes.
