City of Moline City Council met Oct. 6.

Here is the minutes provided by the council:

Council Meeting: The City Council meeting came to order at 7:54 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance. Invocation: There was no Invocation.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg present. Absent: None.

Items on Consent:

Approval of Minutes

Committee-of-the-Whole, Council and closed session meeting minutes of September 22, 2020.

Second Reading Ordinances

1. Council Bill/General Ordinance 3023-2020

An Ordinance Amending Chapter 19, “MOBILE HOMES AND MOBILE HOME PARKS,” of the Moline Code of Ordinances, to modify the regulations for mobile homes in the City.

2. Council Bill/General Ordinance 3028-2020

An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 7 thereof, “ONE-WAY STREETS,” by including Thirty-Second Avenue, from Fourth Street to Seventh Street, traveling westbound for the hours of 7:30 a.m. to 8:30 a.m. and 1:00 p.m. to 3:30 p.m. on school days.

3. Council Bill/General Ordinance 3029-2020

Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Section 20-2202, “LOADING ZONES,” by including Twelfth Avenue, from Forty-First Street to Forty-Eighth Street, for the hours of 7:30 a.m. to 8:30 a.m. and 1:00 p.m. to 3:30 p.m. on school days.

Resolutions

4. Council Bill/Resolution 1100-2020

A Resolution authorizing the Mayor and City Clerk to execute an application for funding under the Rock Island County Waste Management Agency (RICWMA) for the Solid Waste Assistance Grant (SWAG) Program (FY21) for the amount of $32,612 and authorizing staff to do all things necessary to complete and submit said application.

Omnibus Vote: Alderman Parker, seconded by Alderman Moyer, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Moyer, Schoonmaker, Waldron, Berg, Williams, Parker, Wendt and Potter; nays: none.

First Reading Ordinances

5. Council Bill/General Ordinance 3030-2020

An Ordinance amending Chapter 34, “WATERS AND SEWERS,” Section 34-4100 “Purpose; Intent,” of the Moline Code of Ordinances.”

6. Council Bill/General Ordinance 3031-2020

An Ordinance amending Chapter 31, “TAXATION,” of the Moline Code of Ordinances, by amending Section 31-1100, “Hotel and Vacation Rental Use Tax Imposed.”

Council, Staff and Citizen Comments:

Geoff Manis, Moline Centre Main Street Manager, presented a 30-second ad for social media and television broadcast.

There was discussion of the scheduled budget work sessions.

Mayor Acri shared that trees have been planted at the dog park. The trees were donated by Meyer Landscape & Design and the planting by Ancel Glink.

Executive Session:

Alderman Berg, seconded by Alderman Parker, moved for Executive Session, for the purpose of discussion of Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees-5 ILCS 120/2(C)(1), and Pending, Probable or Imminent Litigation-5 ILCS 120/2(C)(11). Motion carried on roll call with the following vote: ayes: Aldermen Moyer, Schoonmaker, Waldron, Berg, Williams, Parker, Wendt and Potter; nays: none.

City Council convened in Executive Session at 8:07 p.m.

Council reconvened in open session at 8:40 p.m.

Mayor Acri adjourned the Council meeting at 8:40 p.m.
