8. ADMINISTRATION

8.1. Appointment of James Roodhouse as 2nd Ward Alderman

Motion to recommend to the Special City Council Meeting, the appointment of James Roodhouse to the position of Ward 2 Alderman, due to the vacancy created from Robert Wachtel resigning, with a term continuing until said position is filled via the June 28, 2022 Municipal Elections.

8.2. Purchase of Police Department Gator

Motion to recommend to the City Council R-22-10, a resolution authorizing the purchase of 2022 John Deere Gator using grant funds received from the Geneseo Foundation.

8.3. Well #26 Failure - Emergency Need

Motion to recommend to the Special City Council R-22-11, a resolution waiving the competitive bidding process and authorizing the use of competitive proposals to procure the necessary work to replace inoperable city ground well #26.

8.4. Discussion of IMEG Engineering Proposals Addressing Water Retention Options and Geneseo Creek Cleanup Options

Motion to recommend to City Council to approve the IMEG proposal for engineering services for water retention for $157,000 to be paid out of TIF Route 6, and TIF Route 82/Commercial, subject to future reapportionment of costs based upon benefit.

9. PAYMENT OF CITY AND UTILITY BILLS

9.1. Payment of the bills.

Motion to approve the bills as presented.

10. PUBLIC COMMENT - ALL OTHER ITEMS

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

11. MOVE INTO EXECUTIVE SESSION

11.1. Move into Executive Session

Motion to move into Executive Session per

5 ILCS 120/2(c)(2)Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules of one or more classes of employees and

5 ILCS 120/2(c)(11) Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.
