City of Keithsburg Council met March 14

City of Keithsburg Council met March 14.

Here are the minutes provided by the council:

Mayor Reason opened the Meeting at 6:30pm

Pledge of Allegiance

Alderman Present: Donnie Cox, Melonie McLaughlin, Chad Weeks, Ronnie Brock, Don Truitt Kayla Hillman, City Clerk; Cindy Diehl, Treasurer.

Public Comments:

1. Cash Receipts: Donnie made a motion to approve, Ronnie seconded; Motion carried with all “Yes” votes.

2. Cash Disbursements: Ronnie made a motion to approve, Don seconded; Motion carried with all “Yes” votes.

3. Minutes from last Month’s Meeting: Melonie made a motion to approve, Donnie seconded; Motion carried with all “Yes” votes.

4. Water and Sewer:

• Total gallons pumped 1,036,000, with an average of 37,000 gallons a day.

• Late notice letters will be sent out to the people who are not paying their monthly City bill. The city is allowing citizens 2 months to either set up a payment plan or pay their water bill, or you will be shut off. If you set up a payment plan and you don’t pay the next month you will be shut off.

8-1A-8: TERMINATION OF SERVICE:

For any violation of the prescribed rules and regulations prescribed in section 8-1A-6 of this article, or for the nonpayment of water bills, the City reserves the right to turn off the water without notice and to forfeit any payments made, and after the water has been turned off from any service pipe on account of nonpayment of water bills, or violation of rules, the same will not be turned on until all delinquent bills and penalties are paid, together with a fifty dollar ($50.00) reconnect fee, and no water will be furnished to any person who is indebted to the City on account of water consumed, material or repairs. 5. Streets and Sidewalks:

• Shaun Tippie spoke about 3 different skid loaders that he found that are for sale, Council chose the 2014 bobcat with a broom and brush hog attachment around $51,000 roughly.

6. Fire Department:

• March 12th, 2022, Fire Department hosted Bingo to raise money to buy 4 new Roasters and a Grill, that was a success bringing in $1500.

• Fire department is going to do a controlled burn this week along Jackson Street.

7. Police:

• Tom Bennett wanted to warn citizens that with the rising prices of today economy that people should be aware of locking up properties and putting no trespassing signs up.

The city will be putting up No trespassing signs up in several buildings around town.

• Keithsburg purchased a 2008 Crown Vic cop car and some equipment for $5,000 from the Village of Sherrard.

8. Campground:

• Opening date for the Campground is April 1st, 2022.

• Terrill’s Ice Cream shack at the Campground will have rent of $100 a month.

• Shaun Tippie also gave a quote on changing the campground host spot over to sewer hookup, $8,500 for materials and boring. Melonie motioned to approved, Donnie seconded; Motion carried with all “Yes” votes.

9. Zoning: Nothing to Report

10. Resolutions and ordinances:

• Eric Long spoke about the properties between the 400 and 500 block of Main Street. Contact has not been made with those owners. Melonie made a motion for the city to try to contact those owner for 7 more days, Donnie seconded; Motion carried by all “Yes” votes. If the owners do not contact the city or lawyer in the time frame letters to demolish those properties in 30 days will be sent out. Ronnie made a motion, Chad seconded; Motion carried with all “Yes” votes.

11. Other:

• Mercer County High School asked for a Donation for Post Prom on April 30th, 2022. Last year $300 was donated. Donnie made a motion to donate $300, Ron seconded; motion carried with all “Yes” votes.

• Kasi Henshaw updated the council about the Kayak project, the project ended up costing $10,000 more than expected due to the cost of materials. Depending on the funds the viewing deck could be done by this fall. If you would like to help donate, get ahold of Kasi or City Hall.

• Water Infrastructure project is looking for knowledgeable people who would like to donate time to help in the planning of fixing the water issues in Keithsburg. Kasi is setting up a committee to work with her in the planning stages, and to help reach out to the community to get peoples support on why we are pushing for metered water. If you would like to be a part of the committee, please reach out to either Kasi, an alderman or city hall.

• Kasi is also setting up a Community Development Committee, the people on that committee would be the voice of what the residents in town would like to see in Keithsburg. Chad made a motion to approve, Donnie seconded; Motion carried with all “Yes” votes.

• Warren County Road Department and Scott Roth will be doing spray patch for the city this year. Donnie made a motion to approve, Chad seconded; Motion carried with all “Yes” votes.

• 16th street road, Peterson and Giles Bridge, Kevin Zander would like to see the $8,000,000 bridge opened and used. Skyler is going to get an estimate of how much materials will be needed to get the road finished. Donnie made a motion to look into what it would cost, Melonie seconded; Motion carried with all “Yes” votes.

• Keithsburg Clean up day will be Saturday, April 30th, 2022, from 7am to 4pm or until the dumpsters are full.

Adjourn the Meeting: Donnie made a motion, Ronnie seconded; Motion carried with all “Yes” votes.
