City of East Moline Committee of the Whole met June 20.

Here are the minutes provided by the Committee:

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Wanda Roberts-Bontz to call the roll. The following Alderpersons were present: Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Rhea Oakes and Maria Tapia. Absent: Jose Rico. 7:23 p.m.

ADDITIONS/CORRECTIONS TO AGENDA

None.

REQUEST FOR 1-YEAR EXTENSION OF CONTRACT WITH QUAD CITY TOWING, INC. (Chief Ramsey, EMPD)

The East Moline Police Department entered into a contract for towing services with Quad City Towing, Inc. in 2019 that is set to expire on August 31st, 2022. The contract has an option in it to unilaterally extend the contract for 1-year with city council approval upon the written request of the towing company between 90-60 days prior to the expiration of the contract. On June 6th, 2022 Quad City Towing, Inc. made this request for the 1-year extension.

The East Moline Police Department has been happy with the service provided by Quad City Towing, Inc. per the contract and it is my recommendation to accept the 1-year extension request per the contract. If this is passed by council it will extend the current contract until August 31st, 2023. Bidding for towing services for the East Moline Police Department will occur prior to this date to secure another contract for towing services in the future.

Attached is a copy of the contract and the request by Quad City Towing, Inc.

RECOMMENDATION:

Approve the 1-year extension of the current towing contract with Quad City Towing, Inc.

A motion was made by Alderperson Almblade, seconded by Alderperson O’Brien to concur with the recommendation as presented. Upon roll call the following voted in favor: Mulcahey, O’Brien, Oakes, Tapia and Almblade. Motion carried.

ADMENDMENTS/CHANGES TO EM TOBACCO ORDINANCES (Mr. Ramsey, EMPD)

Recently several tobacco related ordinances were found to be out of date with current state law. In 2019 Illinois state law was changed to 21 years of age to possess and use tobacco products. The following ordinances were updated to reflect this law change: EM ordinances 3-21-6, 6-3-49, and 6-3-50.

Attached is the IL state law regarding the legal tobacco age, and the updates/changes to the listed ordinances that are needed.

RECOMMENDATION:

To approve the amendments/changes to EM ordinances 3-21-6, 6-3-49, and 6-3-50.

A motion was made by Alderperson Almblade, seconded by Alderperson Oakes to concur with the recommendation as presented. Upon roll call the following voted in favor: Mulcahey, O’Brien, Oakes, Tapia and Almblade. Motion carried.

ANNUAL AUDIT PRESENTATION FY 2021 (Ms. Whiting, Finance Director) Lauterbach & Amen, LLC will be presenting the City's annual audit for the fiscal year ending December 31, 2021.

RECOMMENDATION:

Formal action is not required, GFOA requires that the audit be presented to Council within 90 days of final Consolidated Annual Financial Report submittal.

ADDITIONAL COMMENTS:

A copy of the Annual Comprehensive Financial Report for the Year Ending December 31, 2021 will be provided at the meeting on June 20, 2022.

Brad Porter from Lauterbach & Amen presented the Annual Comprehensive Financial Report.

BOILER METHANE LINE REPLACEMENT (Mr. Prochaska, Wastewater Treatment Plant)

We have been having issues with our Boilers failing to run due to rust sediments from the inside of our methane piping. We received quotes from 4 businesses to replace the boiler methane line. Northwest Mechanical, Inc. can replace the line for $9,785.00, Ryan & Associates can replace the line for $11,660.00, Modern can replace the line for $13,062.00, and Ragan Mechanical can replace the line for $24,850.00. If we don't replace this line, we will continue to have issues with our boilers and our flame arrestors could potentially be ruined due to the sediments.

Amount Budgeted: $9,785.00

This is not a CIP.

RECOMMENDATION:

Go with the low bid (Northwest Mechanical Inc.) to replace the line for $9,785.00.

A motion was made by Alderperson Oakes, seconded by Alderperson O’Brien to concur with the recommendation as presented. Upon roll call the following voted in favor: Almblade, Mulcahey, O’Brien, Oakes, Tapia and Rico. Motion carried.
