Traffic Engineering Committee meeting minutes of July 5, 2022: PASSED

AGENDA ITEMS 

1. Request for flashing stop signs at 12th Avenue and 10th Street. 

Explanation: Resident sent email to mayor regarding installing flashing lights at this intersection. States she hears “horns and screeching tires” on a daily basis. This intersection is currently a 3-way stop. Traffic traveling south on 10th Street does not have a stop-sign. t

Matt Russell provided crash reports from 1/1/17 to present; 2017: 1, 2018: 1, 2019: 1, 2020: 0, 2021: 0, 2022: 2 (see attached reports)
Staff Recommendation: Two blocks east (12th Ave and 12th St) is an intersection that is also a 3-way stop with yellow flashing warnings. The yellow signs are motion activated with use of radar sensor to alert when south bound traffic is approaching up hill. They are solar powered with batteries. Josh Whiting states the flash lasts for around 30 seconds. David Dryer recommended removing yellow flashers and replace with all red flashing. The committee agrees there should be some modification to intersection in question. For consistency, intersections should mimic. Motion was made and passed to research costs and discuss at next traffic committee meeting.

2. Request for “no parking” signs to be placed on both sides of 29th Street at 31st Avenue. 

Explanation: Resident states when traveling south on 29th street, there is a blind spot in front of 3105 and 3109 due to trees. When cars are parked in front of these homes, vehicles drive around and have decreased visibility of oncoming traffic, at times causing near accidents. Resident states that vehicles visiting the athletic center often park there. She also notes that vehicles travel too fast on this road. Resident is requesting there be no parking allowed here and that the rest of the street is not a concern.

Staff Recommendation: Request did not come from residence of either address. Request came from resident that lives on street. It was determined, by committee, that there is a line of sight issue. East side of street is no parking. This request would impact the on-street parking for residents at 3105 and 3109. Motion made and passed to table request and reach out to these two homeowners regarding on how removing the on-street parking, in front of their homes, would impact them. Hollan Phillips will contact residents.

3. Request for flashing stop signs at 34th Avenue and 53rd Street. 

Explanation: Resident that lives on 52nd street, states that she has seen several vehicles “blow through this intersection”. With the road being re-opened post construction, she is concerned that it will occur more often. She also noted that, heading north, there is an issue with trees as well.

Matt Russell obtain crash report. Latter half of 2017-present there were a total of 16 crashes at/near the intersection of 53rd St/34th Ave. Out of the 16 crashes, two of them did not contain a diagram or narrative to easily distinguish how the crash occurred. In looking at the codes (numbers surrounding

the outside portion of the report), both involved rear-end collisions where one vehicle was stopped at the stop sign and was rear-ended by the vehicle approaching behind it. One was for eastbound 34th Av, and one was for southbound 53rd St. Other crashes were due to vehicle malfunction, weather related, or driver to driver miscommunication.

Out of the 16 crashes, 6 of them were due to failure to stop at the intersection.

Staff Recommendation: Committee recognizes that this is a major intersection. David Dryer suggested adding “stop ahead” signs to alter drivers. Steve Regenwether stated the objective is to minimize number of signs throughout the city, therefore he does not recommend adding signs. Given the crash data and this being a major intersection, motion was made and passed to install flashing red lights.

4. Request for “no parking corner to here” to be placed on west and east side of Allendale (1619 11th Ave) entrance/exit. 

Explanation: Resident complaints that vehicles parked, on both east and west side of entrance/exit, are blocking their line of sight. In addition to this resident complaint, Matt Russell states he has received complaints from two different people as well.

Staff Recommendation: This street has no parking on south side. Request to add no parking on north side would leave no on-street parking available for residents.

Josh confirmed with Allendale that this is an issue when exiting facility. Josh asked if Allendale would be willing to “give up” some of their parking spaces for those that would typically use the on street parking. As of today, Josh Whiting has not received a call back. Eric Wells motioned to table and have Matt Russell reach out to Allendale. No second, motion dies. Laura Klauer recommended changing parking to other side. This would not be consistent with other blocks. Motion made and passed to install “no parking” signs 15’ from driveway on both sides.

5. Line of sight issue for north and south bound traffic at intersection of 12th Avenue and 3rd Street. 

Explanation: Resident states 3rd Street traffic going northbound approaching 12th Avenue is a dangerous situation only when cars are parked at the corner. Resident states this is a line of sight issue for those traveling southbound, as the northbound traffic is hidden from view by the crest of 3rd Street hill. Alderman Williams informed Matt that this is an ongoing issue that was brought to attention in 2021.

Staff Recommendation: Josh Whiting inspected and obtained pictures of intersection. This intersection is a two-way stop for east/west traffic. There is no clarification from Alderman in regards to exact request. Based on review of intersection, it would be speculated either adding stop signs or add “no parking” signs to east side of street. It was determined if stop sign was added, it wouldn’t be visible due to parked vehicles. The west side of street is currently no parking. Residents on east side have no driveways, therefore no on-street parking would be limited. Adding no parking would push vehicles back further into line of sight. Eric stated, from 1-1-2021 – present, there have been no crashes. It was determined this street has low volume of traffic. Committee does not see a feasible solution. Motion was made and passed to leave intersection as is.

Next Traffic Committee Meeting to be held September 6, 2022
