City of Moline Traffic Engineering Committee met Jan. 3.

Here is the agenda provided by the committee:

1. Call to Order – Laura Klauer

2. Roll Call – Laura Klauer

3. Approval of minutes of the Traffic Engineering Committee meeting of December 6, 2022.

4. Request from Logan school, on 25th Street, to install a radar speed limit sign in front of the school

Explanation: Keith Karstens from the Moline School District contacted Nathanial Hoover in regards to speeding along 25th Street by Logan. Keith Karstens is requesting a digital speed sign that also flashes when people are speeding (similar to the one installed in Morgan Park).

Staff Recommendation: (November 1, 2022): Per Josh Whiting, Matt Russell stated he does not see an issue of speeding vehicles. These permanent speed signs cost approximately $16,000 for dual installation. Foundation would also need to be poured. Total cost would be over $20,000. Josh Whiting states that, at times, speeds are not even high enough to trigger the signs due to drivers obeying school speed limit. Also, due to the school districts long-term plan, recommendation to wait on placing more of these devices.

David Dryer recommended PD go out for one week and engineering for one week and report speed findings. No motions made.

Staff Recommendation (December 6, 2022): Josh Whiting provided speed data he collected. Data was collected for a 45-minute window in the morning and 45-minute window in the afternoon and average speed was 22 mph. It was determined that having one post on one side of the street would lower costs to install. The west side would be eliminated due to potential obstruction by parked vehicles as parking is allowed on this side only. This presents two options; install one sign for one direction or install two signs (back to back) on one pole.

Matt Russell provided committee with his findings of speed data. His data shows average speed and the 85th percentile is within ½ mph of Josh’s findings. Average speed was 21.8. However, the average daily volume shows double of what Josh found.

Josh Whiting made motion to table request, contact manufacture for costs of one pole, and Laura Klauer will reach out to Keith Karstens to discuss future plans of the school. David Dryer seconded motion. Motion passes.
