City of Geneseo City Council met Dec. 13.

Here are the minutes provided by the council:

The Regular Council of the City of Geneseo was called to order on Tuesday, December 13, 2022, at 6:00 PM, in the Council Chambers, with the following members present:  

COUNCIL PRESENT: Council Bob James, Council Brett Barnhart, Council Douglas Crow, Mayor Sean Johnson, Council Martin Rothschild, Council Keith Kennett, and Alderman James Roodhouse  

COUNCIL ABSENT: Council Craig Arnold and Council Paula Simosky  

STAFF PRESENT: Director of Finance Jamie Matthews, City Administrator Brandon Maeglin, Attorney Derke Price, Deputy Chief of Police Kondon Karzin, Chief of Police Casey Disterhoft, Director of Public Works Chad VandeWoestyne, Building Inspector Rick Mills, and City Clerk Paige Seibel

4 Chamber of Commerce Report 

Chamber Director Zack Sullivan gave his report

4.1. City Council Chamber Report - 12.13.22

5 Public Comment - Agenda Items 

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

None

6 Mayor's Comments 

Mayor Sean Johnson complemented the Chamber and also the Police Officers for keeping the 2022 Christmas Walk a safe and great event.

8 City Administrator's Comments 

8.1. Veteran Fellowship Tom Anderson Recognition 

City Administrator Maeglin recognized Veteran Tom Anderson for completing the Veterans local management fellowship 12- week internship with the city. Tom Anderson was awarded a plaque acknowledging his accomplishments.

8.2. Matthews IML Committee Appointment 

Maeglin also spoke on Jamie Matthews being appointed to the IML Revenue and Taxation Policy Committee

8.3. Shop With A Cop 

Chief Disterhoft thanked all who helped make the Shop with a Cop event an extra special experience, he added this event is something he would like to carry on throughout the years and how big of an impact that has made on the children in our community. Mayor Johnson also added this was a great event to make people realize there is a need for family time and thanked the Chamber for putting on a great event.

9 Finance Director Comments 

9.1. Treasurer's Report and Capital Asset Reports as Submitted. 

Finance Director Matthews commented on how commendable it was that the Department Directors are staying within their budgets

12.1. WSP Facade Improvement Grant Applications 

Keith Kennett moved, seconded by Bob James, Motion to approve facade applications from WSP for 119 E Exchange, 203 E Exchange, and 133 E Exchange

12.2. Contract Award for Prairie View Detention Pond 

Brett Barnhart moved, seconded by Keith Kennett, Motion to award the Praire View Detention Pond contract to Stichter Construction for $52,471.60.

12.3. Contract Award for Water Building 

Public Works Director VanDeWoestyne spoke about the original budget for the project and that it was under budgeted due to being based on a smaller and simpler structure. He added this is a very good bid as it is a more most cost-effective way as they will be doing it all at once.

Douglas Crow moved, seconded by Bob James, Motion to award the Water Building Project to Greiner Buildings for $168,363

12.4. R-22-23 & R-22-24: Public Works & Electric Project Updates & Resolution to Carry Over Capital Funds to 2023 

Martin Rothschild moved, seconded by Keith Kennett, Motion to approve R 22-23 & R-22-24, approving specific carry over expenses from fiscal year 22 to 23 for Public Works and Electric.

12.5. City Annual Licensing Renewal Fee Schedule 

City Administrator Maeglin presented the new Annual City License Renewal Brett Barnhart moved, seconded by Bob James, Motion to direct the City Administrator to create a resolution for consideration at the 01/10/23 City Council Meeting updating the City Fee Schedule for Annual City License Renewals

12.6. Personnel Policy Manual Update 

City Administrator Maeglin spoke highlighting some of the updates in the personnel manual update.

James Roodhouse moved, seconded by Keith Kennett, Motion to recommend consideration of the Personnel Policy Manual Update to the 01/10/23 City Council Meeting.

Douglas Crow moved, seconded by Martin Rothschild, Motion to approve the City Bills as presented and to approve the payment of the month's second set of City Bills which would have been approved at the December COW.
