City of Keithsburg City Council met Jan. 9.

Here are the minutes provided by the council:

Mayor Reason opens the Meeting at 6:30pm

Pledge of Allegiance

Alderman Present: Donnie Cox, Melonie McLaughlin, Shaun Tippie, Don Truitt, Ronnie Brock

Not Present: Chad Weeks

Public Comments:

1. Cash Receipts: Donnie motioned to approve; Melonie seconded; Motion carried with all “Yes” votes.

2. Cash Disbursement: Ronnie motioned to approve; Shaun seconded; Motion carried with all “Yes” votes.

3. Minutes from last Month’s Meeting: Don motioned to approve; Melonie seconded; Motion carried with all “Yes” votes.

4. Water and Sewer: Water and Sewer customers are allowed to have a max $250.00 they can owe for water/sewer bill, that is allowed on the service account. I know quite a few customers that like to pay every 2 or 3 months at a time, services that owe above $250.00 you will get a disconnection notice for delinquent water bill on your front door. Water collection does not have to comply with the same shut off schedule that the power company uses during the winter months. Therefor the service will end and $50.00 reconnect fee along with your remaining balance will be due to have the service reconnected. Project Now help can no longer be used as an excuse to why you have not paid your bill or the reason you cannot be shut off, 30 days after a pledge for payment on your account from project now, service can be disconnected.

Water Collector will now be issuing Shut off Notices for Delinquent Water Bills that hang from door of the service address that is Delinquent, the Date on which service is getting shut off will be mentioned and the amount that needs paid. Don Truitt made a motion to approve, Donnie seconded; Motion carried with all “Yes” votes.

5. Maintenance: Dehumidifier for the Well House and ceiling fans to circulate air through City Hall. Ronnie motioned to approve; Donnie seconded; Motion carried with all “Yes” votes.

6. Fire Department: Nothing to Report

7. Police: Nothing to Report

8. Campground: Campground Rates will be with Water and Electric

1st Row $25.00 a night, $175 a week, $700 a month.

2nd Row $22.00 a night, $154 a week, $380 a month.

3rd Row $22.00 a night, $154 a week, $380 a month.

4th Row $22.00 a night, $154 a week, $380 a month.

Upper Campground with Water/ Sewer and Electric: $25.00 a night, $175 a week, $430 a month.

Melonie motioned to approve the rates; Donnie seconded; Motion carried with all “Yes” votes.

9. Zoning

• Demo Bid Packet for 414 Main Street. Shaun motioned to approve, Melonie Seconded; Motion carried all “Yes” votes.

10.Resolutions and Ordinances

• Amending Section 8-1B-10

Section 10 Installation and Maintenance

All costs and expenses incident to the installation and connection of building sewer shall be borne by the owner. The owner shall indemnify the city from any loss or damage that may directly or indirectly be occasioned by the installation of the building sewer. The owner is responsible for all installation expenses from the owner’s property line to the owner’s improvement being served. The city is responsible for installation and maintenance expenses from the main and/or manhole up to the owner’s property line.

However, in cases of excessive expense, the city reserves the right to make alternative arrangements with the owner rather than solely bearing the expense.

Donnie motioned to approve; Ronnie seconded; Motion carried with all “Yes” votes.

• Resolution for MFT for 2023 in the amount of $70,000. Donnie motioned to approve; Ronnie seconded; Motion carried with all “Yes” votes.

11.Other

• Mercer County Health Department, Women’s Wellness Navigation Program Annette Doonan spoke about their organizations mission to utilize local resources to help reduce and eliminate the barriers that women and their families face to get the health care they need. Donnie made a motion to donate $500.00 to Women’s wellness program, Melonie seconded; Motion carried with all “Yes” votes.

• Permit from the Corp of engineers for a marina. Donnie motioned to apply for the permit, Melonie seconded; Motion carried with all “Yes” votes.

• Eric Long gave the council an update: Grace Simpson is working on an Intergovernmental agreement with Mercer County to assist Keithsburg with Zoning enforcement.

Matt Willits De-annexation: States attorney is reviewing this from the county’s perspective and will get back to the Keithsburg about this.

Adjourn the Meeting: Donnie made a motion to approve, Melonie seconded; Motion carried with all “Yes” votes.
