City of Moline Library Board of Trustees met March 9.

Call to Order

Library Board President, Diane Sommers, called the meeting to order at 12:11p.m. in the Library Silver/Bronze Room.

Roll call was taken with Nelson, Kaple, Koeller, Poor, Runnels, and Sommers present. Absent: Smith

Items on Consent

Approval of the Library Board Meeting Minutes February 9, 2023.

Approval of the Library Ad-Hoc RFQ Evaluation Committee Meeting Minutes January 31, 2023.

Approval of the Library Art Committee Meeting Minutes February 6, 2023- with changes.

Approval of the February 2023 Bills.

Approval of the February 2023 Trust Fund Report.

Omnibus Vote

Poor, seconded by Koeller, moved to approve items on consent agenda by omnibus vote. Motion carried with unanimous approval.

Director’s Report

• Lear reported high statistics for February with around 150-180 visitors consistently on Sundays.

• Lear noted some popular programs this month including; In the Zone, Project Next Generation classes, The Wizard of OZ preview performance from Moline High School, Alla Borra visiting artists, Wharton Fieldhouse presentation, and the Storm Spotter program.

• Lear shared since the approved changes to the Exhibit and Public Information policy the library obtained its first lobby table reservation.

• Friends of the Moline Public Library is hosting a book sale in the meeting rooms on March 24th 10am to 4pm and March 25th 9am to noon.

• Lear shared the functional test version of the new PrairieCat Catalog is now on our website, which can be found at: https://moline-prcat.na2.iiivega.com/. It has a new modern look and many new capabilities. The final version is expected to launch sometime this year.

• Christina Conklin, Children’s Services Coordinator, was the recipient of the Hometown Hero award this year from Modern Woodmen of America. This year’s theme was raising readers and Conklin has devoted many years to children’s literacy in our community. A reception will be held March 9th from 4pm-5pm at the library.

Committee Reports

A. Executive Committee (Sommers, Runnels, Nelson)

No meeting

B. Building and Grounds Committee (Koeller, Smith)

No meeting.

C. Policy Committee (Kaple, Poor)

No meeting.

D. Art Committee (Nelson, Runnels, Sommers)

No meeting. The committee agreed to postpone the trip to Kalona until spring when the weather is better.

E. Ad-Hoc RFQ Evaluation Committee (Sommers, Koeller, Smith)

The committee has submitted a proposal from their selected firm to City legal for review and hope to share it with the full board in April for approval. Lear will continue to follow up with legal.

Unfinished Business

Discussion on updates to the Library Bylaws. Board members expressed wanting more flexibility on absences and discussed possible excused absence criteria. It was agreed the Policy Committee would meet for further review and bring back suggestions to the full board in the coming weeks.

New Business

Lear shared in addition to the Library strategic plan the City has its own strategic plan with 5 goals pertaining to the Library, one being a new Technology Plan. The 2023-2027 Library Technology Plan was included in the packet and reviewed by the Board. Lear briefly reviewed the plan. Poor motioned to adopt the 2023-2027 Library Technology Plan, the motion was seconded by Runnels and adopted unanimously.
