City of Moline Historic Preservation Commission met March 13.

Approval of the Meeng Minutes for February 13, 2023

Moon to approve the minutes as amended made by Commissioner Poer and seconded by Commissioner Ege. Moon carried, all in favor.

New Business:

● Illinois SHPO Workshop review - Commissioner Mizner

o Approximately eight interacve workshops including this one are being conducted across the state with preservaon stakeholders. This was meeng #6. The workshops served as listening sessions to develop a new state preservaon plan which is updated every 5-10 years. The hope is that a preliminary plan will be available later this summer or early fall. During the meeng, commissioners were asked for suggesons and shared local success stories such as the Axis Hotel. SHPO inquired about potenal endangered structures to garner support.

Old Business:

● Historic Mural Brick Repair (Spring) - Commissioner Mizner is following up with a potenal mason for the project.

● Redevelopment of JC Penney Building - Commissioner Dismer - Renew Moline is moving toward a development agreement with Bush Construcon.

● Dra RFP for the Historic Structures Survey - Sean Foley shared that state applicaons have yet to be released.

● Code suggeson: HPC review buildings over 50 years prior to issuing a demolion - Sean Foley emailed Drake in the building department today for an update. Sean was told by Drake that the building department is swamped and doesn’t have me for this project at the moment. Drake suggested Sean needed to take it to the capital development board for review. Sean shared concerns that this was not his responsibility. Commissioner Poer will be following up regarding the process to get a resoluon.

● Other- N/A

Reports:

● Fire Staon #3 – Damage and neglect - Commissioner Mizner had a conversaon with Brad Hauman and learned that the owner was taken to court and fined $50k. As of right now the city is waing out the appeals process. It is very likely the building may end up back in the hands of the city.

● Public Arts Commission - Commissioner Dismer - The Public Arts Commission held a meeng last month to review a list of projects and priorize them for next year. The MPS Clock is at the top of the list for future projects. Commissioner Dismer is meeng later this week with MPS members Barb Sandberg and Diann Moore to discuss moving forward with the project. The locaon being considered is near the Spiegle building and walking path to the bridge. Another project in the works is along 5th ave. The owner of the arcade is doing some redevelopment for a mural above the old jimmy johns. Conversaons are currently underway about what that might look like.

● Proposed Riverfront redevelopment - Sean Foley - Expression of Interest brought in a large amount of interest. The city is currently working through the next steps.

● Main Street & Commercial Façade Improvement program - Commissioner Mizer - Three projects are currently being worked on. Exterior facade improvements to Cruz Cuts Barbershop, McDermos Coffe Shop, and Bridsell Chiropracc. A fourth project for improvements to G’s Popcorn is sll in the works and the team is awaing more informaon from the owner.

● Downtown Heritage Tour Web site and promoonal materials - No update

● Quad Cies Preservaon Consorum - No update

● Rock Island County Court House – Demolion date TBD

● John Deere House - No update

● McKinley School & Arts Building Redevelopment - Commissioner Mizner spoke with Brad Hauman about the properes and learned that they are currently being cleaned out. No esmated end date.

● Gorden Memorial church 1330 26th St. - Commissioner Mizer spoke with Brad Hauman about salvaging materials from the building and was told that it is unsafe to go to.
