Park Board President, John Knaack, called the meeting to order at 3:30 p.m. in the Public Works Conference Room.

Items on Consent

Approval of the Park Board Meeting Minutes of March 23, 2023.

Approval and acceptance of departmental March/April bill payment and departmental March/April revenue, expenditures, capital projects, park reserve and cemetery reports.

Omnibus Vote

Don Welvaert, seconded by Daniel Williams, moved to approve items by omnibus vote. Motion carried with unanimous approval.

Items Not on Consent

Quad City Skyraiders Lease. The Quad City Skyraiders lease has been reviewed and updated. The term of the lease shall be for five years, ending on April 30, 2028. The rent of $1 would be paid annually on April 1st. Staff recommended approval. Don Welvaert motioned to approve, motion seconded by Bill Abel. Motion carried unanimously.

Updating the Parks and Recreation Master Plan. The Parks & Recreation Department received six proposals to update the Parks & Recreation Master Plan, with the top three firms having been interviewed. The committee was unanimous in choosing MSA Professional Services, INC. $80,000 is budgeted in the 2023 budget 120-1521-452.08-98. The total cost of the update is $70,000. Staff recommended approval. Bill Abel motioned to approve, motion seconded by Roger Clawson. Motion carried unanimously.

Headstones at Riverside Cemetery. Park board has expressed interest in doing a feasibility study on the long-term maintenance of the Riverside Cemetery. Park staff has reached out to several companies that do feasibility studies for cemeteries and have found that they do not do studies for long-term maintenance. Several members of Park Board and City Council have inquired about fixing the head stones located on the 4th Ave block. There is roughly 1,000 headstones located in this section. The cost to level, reseal, and back fill with dirt is $111 per stone. Staff recommends a contract with Curt Heisinger Monument Restoration for up to $120,000 in the case that there are headstones that are not accounted for during the restoration process. The project could start in May and be completed in roughly three months.

Curt Heisinger Monument Restoration: $111.00 per stone

Moore Monument: $280.00 per stone

$111,000 for 1,000 headstones.

$50,000 is budgeted in the 2023 budget in 120-1521-452.08-98

$35,727 in Contractual Services in 120-1522-452.04-25

$34,272 in the Hewitt Trust (Gift Fund for Cemeteries)

TOTAL: $120,000 includes $9,000 in Contingency

Staff recommended approval of Curt Heisinger for this sole source contract. Don Welvaert motioned to approve, motion seconded by Bill Abel. Motion carried unanimously.

Riverside Park Upgrades including Parking, Road Work & Tennis, Musco-Lighting Mini Pitches. After rebidding the upgrades at Riverside Park, the department received two bids. The base bids that include roadwork and the new parking lot for Riverside:

1. Miller Trucking & Excavating: $1,909,072.50

2. Emery Construction Group, Inc: $1,408,611.15

Staff recommended approving Emery Construction Group, Inc. for the base bid and requesting the remaining funding during City Council Strategic Planning. John Knaack motioned to approve the base bid from Emery Construction Group, Inc. for $1,408,611.15 as presented by city staff and directed staff to request the remaining funding to complete the tennis, mini-pitch soccer courts, and tennis parking lot at Riverside Park during the strategic planning/budgeting process with the City Council. If City Council does not approve any more funding for new tennis courts, two new mini-pitch soccer courts, and asphalt overlay of the tennis parking lot, Park Board would request $202,996 to resurface the tennis courts, paint the fencing, replace tennis poles/nets, and replace the bleachers, motion seconded by Susie Archer. Motion carried unanimously.

Stephens Park Playground Fence Replacement. As part of the update as playgrounds are replaced we are replacing the green playground fencing with black vinyl fencing.

Lovewell Fencing: $22,000.00

Sampson Fencing: $22,327.00

Interstate Fencing: $36,100.00

Due to the grant that was received to pay for part of the playground there is $176,238.33 remaining in approved funding. Staff recommended approval of Lovewell Fencing. Roger Clawson motioned to approve, motion seconded by Bill Abel. Motion carried unanimously.
