City of Moline Public Art Commission met May 18.

Here are the minutes provided by the commission:

Present: Jeff Dismer, Kate Dale, Ann Hartley, Daniel Otten, & Lucie VanHecke (Arrived at 2:05 p.m.)

Absent: Alex Salaverria

Staff: Seán Foley, Jennifer Bizarri, & Savanna Cruz

Others: Barb Sandberg & Kirk Marske

1. Call to Order

Chairman Jeff Dismer called the meeting to order at 2:02 p.m.

2. Approval of Minutes: April 20, 2023 Meeting

Motion made by Commissioner Dale; seconded by Commissioner Hartley to approve the minutes from April 20, 2023 meeting. Motion carried unanimously.

3. Approval of Minutes: April 23, 2023 Special Meeting

Motion made by Commissioner Hartley; seconded by Commissioner Otten to approve the minutes from April 23, 2023 special meeting. Motion carried unanimously.

4. Public Comment

None

5. Informational Items

Chairman Dismer made an amendment to the agenda. He would like to remove the third item under 6a, Moline Depot Clock Monument – River Drive at I-74, and postpone discussion until a later date.

6. Action Items

a. Place Making/Art Projects – Updates

• Public Sculpture Program

• Project Update – Contract with Quad City Arts

Chairman Dismer received an update from Kevin Maynard, Executive Director with Quad City Arts. Mr. Maynard said the Moline Public Art Commission’s selected sculptures have all been contacted. Dawn

Wholford-Metallo, Quad City Arts Visual Director, is working to finalize the installation schedule. Quad City Arts has a draft contract in the works with City Staff.

• Moline Mural – 5th Ave. at 14th Street Blank Wall

• QC Arts to Manage Process/Subcommittee Update/Next Steps Chairman 

Dismer stated Mr. Maynard is to have a meeting with Dan Bush, building owner, next week to discuss the mural project. The Mural Subcommittee will not be there. Mr. Maynard prefers to put the mural on the face of the building and use the correct paint so it does not damage the brick. The Commission will go over the next steps after Mr. Maynard meets with Mr. Bush.

• Other Projects

Chairman Dismer received an email from Commissioner Salaverria regarding the tour of the Floreciente Neighborhood. A message from Susan Aguilera sent dates and times that would work for her to give the Commission a tour. After discussion of availability, the Commission decided June 21 at 4:30 p.m. would work for everyone. Chairman Dismer will let Commissioner Salaverria know the Commission’s decision so she can relay the message to Ms. Aguilera.

b. Upcoming City Projects – 2% PAC Funds

• 19th Street Improvements beginning at 7th Avenue/6th Avenue Roundabout – 2024 Project/Moline Riverfront Master Plan – Next Steps

Commissioner VanHecke stated she reached out to David Dryer, City Engineer, about putting electrical in at 19th Street and 7th Avenue. Mr. Dryer said if they have any locations in particular, the Commission would have to let him know soon. Commissioner VanHecke is going to ask Mr. Dryer if electrical wiring can be installed at 19th Street and 7th Avenue, across from the Spotlight Theatre for future sculpture projects. Mr. Seán Foley stated the City is narrowing down consultants to interview for the Riverfront Master Plan.

c. Upcoming Potential Private Projects – 1% PAC Funds

• 6th Avenue Apartments Phase 2/Skate Park

Commissioner Hartley and Commissioner Salaverria went to the Skate Park meeting at the Moline Public Library. Commissioner Hartley stated the individual running the meeting would like to incorporate a sculpture inside of the skate park. She expressed her support of the skate park to him and said the Public Art Commission is interested in working with them.

7. Other Business

Commissioner Hartley brought up the sidewalk project that the Mayor had sent to a couple of the Commissioners. The grant proposals are due June 12. The project is an annual grant. The Commission decided it would be a better project to look at for next year as the deadline for the grant proposal was very close.

Chairman Dismer wanted to see if the Commission would be interested in helping the Historic Preservation Commission with maintaining the City of Mills Mural with Commission funds. Commissioner Otten stated he would like to go over guidelines of helping with private art before making any decisions.

Next Public Art Commission Meeting is June 15, 2023

9. Adjourn

Motion made by Commissioner Dale; seconded by Commissioner Hartley, moved to adjourn the meeting. Motion carried unanimously.

Meeting adjourned at 3:22 p.m.
