The Committee of the Whole of the City of Geneseo was called to order on Tuesday, January 24, 2023, at 6:00 PM, in the Council Chambers, with the following members present:

COUNCIL PRESENT: Council Bob James, Council Brett Barnhart, Council Craig Arnold, Council Douglas Crow, Mayor Sean Johnson, Council Martin Rothschild, Council Paula Simosky, Council Keith Kennett, and Alderman James Roodhouse

COUNCIL ABSENT:

STAFF PRESENT: Director of Finance Jamie Matthews, City Administrator Brandon Maeglin, Director of IT Garrett Griswold, Chief of Police Casey Disterhoft, Director of Electrical Operations Eric Rowold, Building Inspector Rick Mills, and City Clerk Paige Seibel

8.1. BUILDING & CONSTRUCTION TRENDS DISCUSSION

City Building Inspector Rick Mills gave a presentation on the Building and Construction Trends in 2022.

8.2. PD FURNITURE PURCHASE

Chief Disterhoft spoke with Council about spending the donated funds on furniture in the detective room.

Brett Barnhart moved, seconded by Bob James, Motion to recommend to City Council the expenditure of $7,664.00 of donated public funds for the purchase of new PD furniture.

8.3. NE DRAINAGE - PHASE #2 OPTIONS

City Engineer Loren gave his report on the NE Drainage Phase #2 Options.

1. Reject all bids and rebid without sidewalk & allow contractor to close the road during work hours.

2. Award as bid

3.Award as bid with discussions after the fact with Brandt Construction for their acceptance to reduce the sidewalk work efforts by half.

Keith Kennett moved, seconded by Martin Rothschild, Motion to recommend to City Council to Award the Project, as bid, to the lowest bidder and to direct the city engineer to discuss potential cost saving measures with the contractor upon the bid being awarded.

8.4. CONSIDERATION OF RESOLUTION R-23-02 2023 - MFT ESTIMATED COSTS.

City Administrator Maeglin spoke to council members about the MFT resolution to cover street lighting, salt, and HMA overlay work by Henry County.

Craig Arnold moved, seconded by Paula Simosky, Motion to recommend to City Council R-23-02 MFT Expenses.

8.5. CONSIDERATION OF RESOLUTION R-23-03, SUPPORT OF TAX INCREMENT FINANCING IN GENESEO

Craig Arnold moved, seconded by Keith Kennett, Motion to recommend to City Council R-23-03, a resolution supporting tax increment financing in the City of Geneseo.
