City of Rock Island City Council met June 2.

Here are the minutes provided by the council:

1. Call to Order

Mayor Thoms called the meeting to order at 4:15 p.m. and welcomed everyone. 

2. Roll Call 

Mayor Thoms asked Deputy City Clerk Josh Adams to call the roll. 

Present: Alderpersons Moses Robinson, Randy Hurt, Judith Gilbert, Jenni Swanson, Dylan Parker, Mark Poulos, and Mayor Mike Thoms. 

Absent: Alderperson Bill Healy. 

Staff: City Manager Todd Thompson, City Attorney Hector Lareau, Police Chief Rich Landi, and Deputy City Clerk Josh Adams. 

3. Public Comment 

Mayor Thoms asked if anyone in the public wished to speak. No residents volunteered. 

4. Events/Misc Requests 

a. Report from the City Clerk's Office regarding a request from Stephen Ahrens of Common Chord to close 21st Street between 3rd Avenue and the alley South of 3rd Avenue as well as sound amplification and the outdoor sale and consumption of alcohol on Friday, June 2, 2023 from 5:00 p.m to 8:00 p.m. and Friday, June 9, 2023 from 5:00 p.m. to 7:00 p.m for two Live @ Five outdoor concerts. 

Motion whether or not to approve the requests as recommended. 

Roll Call vote is needed. 

MOTION: 

Alderperson Swanson moved to approve the requests as recommended; Alderperson Robinson seconded. 

Alderperson Gilbert noted for the record that Common Chord was not the liquor license holder for the event. Mayor Thoms confirmed that was correct, and Bent River was the holder of the liquor license. 

Alderperson Poulos asked for clarification that the event was over at 8:00 p.m. Mayor Thoms confirmed that both Fridays ended at 8:00 p.m. Deputy Clerk Adams noted that the application showed that the event on the second Friday was to end at 7:00 p.m. Alderperson Swanson said this event would not have happened unless the City had a positive relationship with the Chamber of Commerce. Mayor Thoms said this was in a part of town that normally did not get exposure, and this would serve as a fundraiser for the tragic event that took place in Davenport, Iowa. Alderperson Poulos asked if police officers were hired for the event. Mayor Thoms said he was unaware of any. Police Chief Rich Landi said no officers had been hired, and due to the suddenness of the event, there was no time for the organization of the event. He added that he sent the application to the entire Police Department so that the control force and RICOM were aware of the event. 

VOTE: 

Motion passed on a 6-0-1 roll call vote. Aye: Hurt, Gilbert, Swanson, Parker, Poulos, and Robinson. Nay: None. Absent: Healy. 

5. Adjourn 

Motion whether or not to adjourn to June 12, 2023. 

Roll Call vote is needed. 

MOTION: 

Alderperson Poulos moved to adjourn; Alderperson Hurt seconded. 

VOTE: 

Motion passed on a 6-0-1 roll call vote. Aye: Hurt, Gilbert, Swanson, Parker, Poulos, and Robinson. Nay: None. Absent: Healy. 

The meeting adjourned at 4:23 p.m.
