The Regular Council of the City of Geneseo was called to order on Tuesday, June 13, 2023, at 6:00 PM, in the Council Chambers, with the following members present:

5 City Engineering Report
City Engineer Raines gave updates on the NE Drainage adding the sidewalk has been poured, Detention Pond has been finished, Geneseo Lake designs are being looked at and are waiting for the soil report to come back, North State St. is being worked on currently next things to think about is where to break for phasing.
6 Public Comment - Agenda Items
City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.
Pastor Palm had questions about the water ordinance which will be answered later in the meeting.

City Administrator Maeglin spoke to council about the annual participation that is needed for Thrill on the Hill.
City Administrator Maeglin showed the council the new banners that will put up downtown and advised insurance funds from the storm would help with a partial payment as well. Q&A took place on if there will be banner replacement this year on Route 82, and Maeglin advised that would be in the near future but not at this time.
Chief Disterhoft read his letter of appreciation to IT Director Griswold expressing his gratitude to him for his efforts on the GPD Gobal RMS System (Record Management System).
Deputy Chief Karzin gave a presentation on the past 2 1/2 months (April 1st - June 8) since he has been gone in Quantico at the FBI Academy showing council and other city staff his experience while there. Only 1% of Law Enforcement are accepted to be part of this program.

• Independent Auditor's Report on Compliance with State of Illinois Public Act 85- 142 (TIF) - No findings on TIF Compliance

13.3. Historical Landing Area & Pedestrian Bridge Project
City Administrator Maeglin gave a recap on the concept of splitting the pedestrian bridge down from the intersection at State & Oakwood. The Historical Landing Area and Welcome sign would be a separate project from the bridge including starting the landing pad, connecting sidewalk to Oakwood sidewalk, Welcome sign with Historic Boulder with the funding source being a $25,000 grant from the Miller Foundation. Alderman Arnold advised he would like to move forward with the flags from the original plan even if that means we need to revisit sponsorships.
Paula Simosky moved, seconded by Craig Arnold, Motion to approve spending the $25,000 grant received from the Miller Foundation for Landing Area Construction.

Chief Disterhoft spoke to council about the current Watchguard body cameras, he advised they have reached the end of their lifespan, this will be reintroduced to council at the COW on 6/27 and voted on after at the Special Council Meeting by council.
13.5. City Water Services Discussion & Ordinance Consideration
City Administrator Maeglin, Chief Water Operator Whittington, and Director of Public Works VanDeWoestyne spoke to council on the future plans of the 5th and 6th well and water treatment plant including water storage tank. There was also the presentation of implementing a Water Emergency Response Ordinance to be spoke about and voted on at the COW and Special Council Meeting on 6/27.
Craig Arnold moved, seconded by Bob James, Motion to direct the City Attorney & City Administrator to bring forth a draft ordinance addressing a water emergency response procedure and water conservation program in the City of Geneseo.
