City of Moline Centre Main Street Commission met Nov. 1.

Call to Order – The meeting was called to order by Kirk Marske at 1:15 p.m. Action Items:

⮚ Approval of Minutes: Kirk Marske asked for a motion to approve the August 16, 2023, Main Street Commission meeting minutes. Motion to approve was made by Andrew Sivertsen, seconded by Chris Mathias. The motion carried unanimously.

⮚ Upcoming Main Street Commission Meeting: Kirk asked the Commission if the scheduled December meeting was necessary or if it could be canceled. The Commission agreed the meeting could be canceled. A motion to approve the cancelation of the December Main Street Commission meeting was made by Amy Trimble, seconded by Chris Mathias. The motion carried unanimously.

Informational Items:

⮚ Rouse Consulting Mural: A ribbon cutting, organized by the Chamber, is scheduled for November 10, 2023, at 11:00 am, celebrating the mural on the Rouse Consulting building, 422 16th Street, Moline. This mural was done by the MuralSoup staff under the guidance of the City.

Also, on that date and location there will be a Toys for Tots collection of new, packaged toys from 3:00 pm to 4:30 pm.

⮚ Moline Centre Website: Kirk developed a new website by using GoDaddy. It is more user friendly on all devices, however he did deactivate the video on the phone devices reducing the loading time. All businesses in the Centre are categorized on the website and there is also an area explaining parking downtown.

There is a parking issue, but the Council does not plan to enforce parking unless it is forced by the community.

⮚ Riverfront Plan website and survey: The Riverfront Plan website is www.molineriverfrontplan.com where the community can find a survey for suggestions for the development in the area of the old I-74 bridge.

⮚ 7th Avenue Reconstruction: The reconstruction on 7th Avenue will span from 15th Street to 19th Street with a few different designs, Kirk shared with the Commission. The planning will begin in 2024 and construction will begin in 2025. Chris M. explained the plan is to use a lot more area of the street creating calming traffic flow.

⮚ Commission Ordnance and by-laws: Kirk has been working to understand how the Moline Centre programs work, creating a clear vision of the responsibilities for the Main Street Commission, SSA’s Boards and the Moline Merchants. The Truth and Taxation research delayed this process approximately three to four weeks. During January’s meeting they will discuss the purpose of Main Street Commission, this may include being an active board with committees and volunteers or simply an advisory board. In the past this Commission was arranged as an advisory board, but Kirk would like clarification on what this exactly means. He would also like to include more consistencies between the ordnances and bylaws, building structure and a strategic plan. Kirk has also been attending Main Street classes with four more available in the spring and he is going to a Main Street conference this month. With this knowledge he can create a clear vision of what this Commission does. Chris M. asked the pros and cons of being a part of a Main Street. Kirk explained there may be different funding and grant options and a greater reputation within the community.

It is required for the members of this Commission to attend 2/3 of the scheduled meetings, Next year there are only six scheduled meetings, making four of them required. Remote attendance is an option if in person attendance cannot be made due to work, sickness, or an emergency. Participation through remote attendance is more difficult.

Moline Centre Manager’s Report

⮚ Holiday Hop and Lighting of the Commons: Holiday Hop and Lighting of the Commons are coming up in the next few weeks and there are websites for both events. There are funds in the SSA budget for both events. The printed material for Holiday Hop will be available at the end of this week. Kirk would like a new logo for Holiday Hop in 2024. The deadline for merchants to participate in Holiday Hop has passed. Merchants can still sign up, but they will not be included in the trolley route. Alderman Macias mentioned the option of having rickshaws pulled by bikes for more direct transportation.

⮚ The next Moline Merchants meeting is scheduled for 8:30 am on Thursday, November 9, 2023, at Renew Moline.

⮚ The next SSA 6 Board meeting is scheduled for 3:00 pm on Wednesday, February 21, 2024, at Renew Moline.

⮚ The next Main Street Commission meeting is scheduled for 4:00 pm on Wednesday, January 14, 2024, at Renew Moline.

Kirk asked for a motion to adjourn the meeting. Motion to approve was made by Amy Trimble, seconded by Alderman Macias. The motion carried unanimously. The meeting adjourned at 2:15 pm.
