City of Geneseo City Council met Feb. 13.

Here are the minutes provided by the council:

The Regular Council of the City of Geneseo was called to order on Tuesday, February 13, 2024, at 6:00 PM, in the Council Chambers, with the following members present:

COUNCIL PRESENT:

Council Bob James, Council Brett Barnhart, Council Craig Arnold, Mayor Sean Johnson, Council Martin Rothschild, Council Paula Simosky, Alderman Kent Swanson, and Alderman James Roodhouse

COUNCIL ABSENT: Council Keith Kennett

STAFF PRESENT:

Director of Finance Jamie Matthews, City Administrator Brandon Maeglin, Director of IT Garrett Griswold, Attorney Derke Price, Deputy Chief of Police Kondon Karzin, Chief of Police Casey Disterhoft, Director of Public Works Chad VanDeWoestyne, Building Inspector Rick Mills, Director of Electrical Operations Eric Rowold, and City Clerk Paige Seibel

Chamber Director Zack Sullivan gave his report.

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

7 Mayor's Comments

Excellence in Service to our Community Award

Mayor Sean Johnson advised there would not be executive session at tonight's meeting. Mayor Johnson advised Chief Disterhoft and City Administrator Maeglin' reviews will be at the next COW meeting, and to please have reviews turned into City Clerk Seibel before February 27th.

Mayor Johnson presented an excellence in service to our community award to the Central Bank marketing team.

8 City Council Comments

Alderman Barnhart advised he was happy to see the Ice Cream Social Flyer on the City's Facebook.

9 City Administrator's Comments

City Administrator Maeglin advised April 9th is Alderman for the day, he added we have 4 Alderman signed up but need three high school students that would be interested in learning more about Local Government.

We are hiring for Spring Seasonal help, if interested please apply on the City's website and reach out to City Clerk Seibel.

Chief Disterhoft spoke to council about Detective Jamie Shoemaker being awarded 2024 Women in Criminal Justice Female Officer of Year throughout the entire state of Illinois.

10 Finance Director Comments

10.1. Treasurer's Report and Capital Asset Reports as Submitted.

Finance Director Matthews gave her report.

Director of Electrical Operations Rowold gave his 2024 Summary Report.

Director of Public Works VanDeWoestyne gave the 2024 Engineering and 2024 Public Works Summary Report.

Deputy Chief Karzin updated Council on the gun range.

A Q&A took place between Council and Deputy Chief Karzin.

Brett Barnhart moved, seconded by Craig Arnold, Motion to approve the Treasurer's Report and Capital Asset Reports as submitted.

RESULT: Carried

13.1. R-24-04: Dedication of Rebuilding America Grant Funding to N. State Street Project

City Administrator Maeglin spoke to council about applying all of the Rebuilding America Grant funds to pay for the North State Street Capital Project that was approved for a 2024 start date.

Craig Arnold moved, seconded by Bob James, Motion to approve R-24-04.

RESULT: Carried

13.2. Contract for a Mural at Richmond Hill Park

City Administrator Maeglin spoke to council about the new patriotic mural set to be painted on Shelter 4 in Richmond Hill.

A Q&A took place between Alderman Arnold and Maeglin.

Brett Barnhart moved, seconded by Kent Swanson, Motion to approve execution of the contract between the Geneseo Chamber of Commerce and the City of Geneseo for a mural at Richmond Hill Park.

RESULT: Carried

14 Payment of City and Utility Bills

A Q&A took place between Alderwoman Simosky and City Staff.

Craig Arnold moved, seconded by Martin Rothschild, Motion to approve the City Bills as presented.

d. Marketing Committee – approved a Hello Geneseo campaign with KWQC, a week-long highlight of Geneseo to happen in August around the mural painting timing.
