City of Aledo City Council met Feb. 24.

The City Council of the City of Aledo met in Special Session in the City Council Chambers at the Aledo City Hall building on February 24, 2026. MAYOR HAGLOCH called the meeting to order at 6:00 P.M. The roll was called, whereupon the following answered present:
Aldermen BARRY COOPER, DENNIS DIXON, MARK FRIESE, MARIO PAULEY, CARMEN RUH, LINDA SARABASA, JASON SNYDER, and ANDREW WEEKS. Mayor CHRISTOPHER HAGLOCH.
Also present was MICHAEL CHAUSSE, City Administrator, ADAM BAKER, Chief of Police, JUSTIN BLASER, Director of Public Works & Utilities, MARK WALTON, City Attorney, and JAROD DALE, City Clerk.
The Media was represented by: Ty Taylor, WRMJ; Gavin Waidelich, Our Quad Cities; and, Maria Coelho, KWQC.
PUBLIC COMMENT: No Report.
RESOLUTION NO. 14R, SERIES OF 2026; APPROVING THE TERMINATION OF CONTRACT BETWEEN THE CITY OF ALEDO AND LAKESHORE RECYCLING SERVICES EFFECTIVE APRIL 30, 2026: (TABLED 2/17/26)
Motion was made by ALDERMAN SARABASA and seconded by ALDERMAN COOPER to remove the item from the table for Resolution No. 14R, Series of 2026; Approving the Termination of Contract between the City of Aledo and Lakeshore Recycling Services. A Roll Call vote was recorded as follows:
YES: Cooper, Dixon, Friese, Pauley, Ruh, Sarabasa, Snyder, and Weeks. NO: None. Motion carried. 8 yeas, 0 nays.
Motion was made by ALDERMAN PAULEY and seconded by ALDERMAN WEEKS to approve Resolution No. 14R, Series of 2026; Approving the Termination of Contract between the City of Aledo and Lakeshore Recycling Services effective April 30, 2026 as presented. A Roll Call vote was recorded as follows:
YES: Dixon, Friese, Pauley, Ruh, Sarabasa, Snyder, Weeks, and Cooper. NO: None. Motion carried. 8 yeas, 0 nays.
RESOLUTION NO. 15R, SERIES OF 2026; APPROVING CONTRACT FOR SOLID WASTE & RECYCLING COLLECTION BETWEEN THE CITY OF ALEDO AND QUICKS DUMPSTER AND DISPOSAL OF ALEXIS, IL EFFECTIVE MAY 1, 2026:
ADMINISTRATOR Chausse reported City Staff entered into negotiations with alternate waste handlers after repeated issues occurred with LRS after the October 2025 notice of default. The City reached out to 3 handlers, 2 local and one regional. After considering all of the quotes, City Staff recommended Quick’s Dumpster and Disposal of Alexis IL.
A brief overview of the contract is as follows:
• Weekly Garbage and Recycling Services for $18.85 per month. • No rate increases the entirety of the 5-year contract.
• Residents will receive a 96-gallon tote for garbage and a 64-gallon tote for recycles • Dates of service will remain the same (Wednesdays & Thursdays).
• Residents can put out one (1) large item (with restrictions) each month.
• Extra Debris or Appliance Pick Up – $10.00.
• Extra tote fee – $5.00.
Motion was made by ALDERMAN WEEKS and seconded by ALDERMAN RUH to approve Resolution No. 15R, Series of 2026; Approving Contract for Solid Waste & Recycling Collection between the City of Aledo and Quicks Dumpster and Disposal of Alexis, IL effective May 1, 2026 and concluding April 30, 2030. A Roll Call vote was recorded as follows:
YES: Friese, Pauley, Ruh, Sarabasa, Snyder, Weeks, Cooper, and Dixon. NO: None. Motion carried. 8 yeas, 0 nays.
ADJOURNMENT: There being no further business, motion was made by ALDERMAN WEEKS and seconded by ALDERMAN DIXON that the meeting be adjourned. A Unanimous voice vote followed in agreement. Meeting was adjourned at 6:04 P.M.
