The Regular Council of the City of Geneseo was called to order on Tuesday, February 10, 2026, at 6:00 PM, in the Council Chambers, with the following members present:

COUNCIL PRESENT:

Council Bob James, Council Craig Arnold, Mayor Sean Johnson, Council Martin Rothschild, Council Paula Simosky, Council Keith Kennett, and Alderman James Roodhouse

COUNCIL ABSENT: Council Brett Barnhart and Alderman Kent Swanson

STAFF PRESENT: Director of Finance Jamie Schweickhardt, City Administrator Brandon Maeglin, Director of IT Garrett Griswold, Attorney Derke Price, Chief of Police Casey Disterhoft, Building Inspector Rick Mills, Director of Electrical Operations Eric Rowold, and City Clerk Paige Seibel

City Engineer Rains gave the City Engineering report.

5 Public Comment – Agenda Items

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

6 Mayor’s Comments

– Mayor’s Recognition: Ray Wirth & Wirth, Inc.

– Mayor’s Commendation: Recognition of Heroism

The Mayor commended Ray Wirth for starting Wirth, Inc. 60 years ago and recognized both Ray and Wirth, Inc. for their 60 years in business. He read a proclamation in their honor, noted that Ray turns 90 years young tomorrow, and presented a certificate recognizing the company’s strong relationship with the City since 1953.

Mayor Johnson read the Mayor’s Commendation recognizing the heroism of Olivia Solic and Taylor Smith. On January 26, they noticed flames and smoke coming from their neighbor’s home and knocked on the door to alert and wake Mike Cherry. Mr. Cherry stated that Olivia and Taylor saved his life. Geneseo Fire Chief Brad Cotty and Police Chief Casey Disterhoft presented the girls, alongside their families, with the Recognition of Heroism award.

9 Finance Director Comments

9.1. Treasurer’s Report and Capital Asset Reports as Submitted.

Finance Director Schweickhart presented the Treasurer’s Capital Assets Report. Rowold, Disterhoft, and Maeglin provided updates on their respective capital projects, and Maeglin also delivered the Public Works Director VanDeWoestyne’s capital project report in his absence.

Craig Arnold moved, seconded by James Roodhouse, Motion to approve the Treasurer’s Report and Capital Asset Reports as submitted.

12 Administration

12.1. Professional Fees Reimbursement Agreement – JFECC & City of Geneseo

Assurance from JF Edwards – If JF Edwards withdraws from the project or chooses not to connect to water and sanitary services, they will reimburse the City for all professional fees incurred during the project. If the TIF District is not successfully created by the city, JFECC is not bound by this agreement. A Q&A session was held.

Craig Arnold moved, seconded by James Roodhouse, Motion to approve the Professional Fees Reimbursement Agreement between JFECC and the City of Geneseo along with the amendments Alderman Roodhouse recommended.

12.2. TIF District Public Meeting Establishment Resolution

Tabled for a future meeting.

12.3. Engineering Proposal – Ford Road TIF

$117K Engineering Proposal – Includes a lift station at Ford Road and Chicago Street, along sanitary extension down Ford Rd and Chicago Street. A Q&A session was conducted. No action on approving the agreement at this time. This will be brought back to Council for approval at a future meeting.

13 Payment of City and Utility Bills

13.1. Approval of City bills
