The Committee of the Whole of the City of Geneseo was called to order at 6:00 PM, in the Council Chambers, with the following members present:

COUNCIL PRESENT: Council Bob James, Council Craig Arnold, Mayor Sean Johnson, Council Robert Wachtel, and Council Paula Simosky

COUNCIL ABSENT: Council Brett Barnhart, Council Douglas Crow, Council Martin Rothschild, and Council Keith Kennett

STAFF PRESENT: Director of Finance Jamie Matthews, City Administrator Brandon Maeglin, Attorney Derke Price, Director of IT Garrett Griswold, Chief of Police Casey Disterhoft, Director of Electrical Operations Eric Rowold, and Deputy Chief of Police Kondon Karzin

Meeting began at 6:00 pm.

4 PUBLIC COMMENT – AGENDA ITEMS

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

No public comments.

5 MAYOR’S COMMENTS

The meeting on March 22, 2022 will be moved to March 29, 2022 at 6:00 pm.

None

7 CITY ADMINISTRATOR’S COMMENTS

-Cemetery Cleanup Reminder – April 01, 2022 Staff will begin to cleanup the cemeteries

-Municipal Election filing period begins 03/07/22 and ends on 03/14/22

8 ADMINISTRATION

8.1. DISCUSSION OF RESOLUTION R-22-06 – DECLARING THE BRUSH CHIPPER AS SURPLUS PROPERTY

Robert Wachtel moved, seconded by Craig Arnold, Motion to recommend to the City Council R-22-06, a resolution declaring the brush chipper as surplus property and to put on the consent agenda.

8.2. DISCUSSION OF R-22-07, A RESOLUTION AUTHORIZING THE PURCHASE OF AN ADDITIONAL POLICE VEHICLE IN YEAR 2022.

Craig Arnold moved, seconded by Bob James, Motion to recommend to the City Council R-22-07, a resolution authorizing the purchase of a police vehicle and to put on the consent agenda.

8.3. DISCUSSION OF O-22-05, AN ORDINANCE AMENDING REGULATIONS GOVERNING INTERCONNECTION AND NET METERING PROGRAMS FOR RENEWABLE ENERGY

Craig Arnold moved, seconded by Paula Simosky, Motion to recommend to City Council O-22-05, an ordinance amending regulations governing interconnection and net metering programs for renewable energy and to put on the consent agenda.

8.4. DISCUSSION OF R-22-08 NET METERING AVOIDED COST CREDIT

Robert Wachtel moved, seconded by Craig Arnold, Motion to recommend to City Council R-22-08, a resolution setting net metering avoided cost credit and to put on the consent agenda.

8.5. DISCUSSION OF O-22-06, AN ORDINANCE AMENDING THE CITY’S NON HIGHWAY AND SLOW-MOVING VEHICLE ORDINANCE

Craig Arnold moved, seconded by Bob James, Motion to recommend to City Council O-22-06, an ordinance amending the City’s Non-Highway and Slow Moving Vehicle Ordinance.

8.6. DISCUSSION OF AN ECONOMIC DEVELOPMENT COMMITTEE

Alderman Arnold discussed what he would he like to see the committee accomplish.

8.7. DISCUSSION OF ADDING AN ADDITIONAL GENESEO WELCOME SIGN TO THE INTERSTATE CORRIDOR

Alderman Arnold related his and Alderman Kennett’s discussion about a welcome sign on Illinois Highway 82.

9 PAYMENT OF CITY AND UTILITY BILLS

9.1. CITY BILLS

Craig Arnold moved, seconded by Robert Wachtel, Motion to approve the bills as submitted.

10 PUBLIC COMMENT – ALL OTHER ITEMS
