The Plan/Zoning Board of the City of Geneseo was called to order on Monday, March 9, 2026, at 6:00 PM, in the Council Chambers, with the following members present:

PLAN COMMISSION PRESENT: Plan/Zoning Board Member Joe Bedford, Plan/Zoning Board Vice Chair Julia McAvoy, Plan/Zoning Board Member Alberto Rosales, Plan/Zoning Board Member Gary Bell, Plan/Zoning Board Member Jeff Cowan, Plan/Zoning Board Chair Steve Catton, Plan/Zoning Board Member Derek Bolme, Plan/Zoning Board Member Troy Christopherson, and Plan/Zoning Board Member Scott Schulte

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

4 APPROVAL OF MEETING MINUTES 

4.1. Approval of previous Plan Committee Minutes 

Cowan noted an issue with the wording in the minutes for agenda item 5.1, specifically revising the language from “two rental homes on the site” to “build one rental home on the site.” A motion was made to amend the original motion accordingly.

Joe Bedford moved, seconded by Julia McAvoy, Motion to approve the 09/22/25 minutes as presented with changes to previous minutes.

5 Public Hearing 

5.1. Open the Public Hearing – Re-Zoning Application for East 1st Street 

City Administrator Maeglin explained that Jeremy Dodge has purchased the third lot on East 1st Street. Last year, he purchased two parcels near the train tracks and has now acquired the middle lot. This agenda item is to rezone the property to conform with the zoning of the other parcels and to continue with his existing plan as previously approved by the PZ Board and City Council. The rezoning request is consistent with what was approved for the first two parcels and is intended to align this lot with those prior actions.

Gary Bell moved, seconded by Scott Schulte, Motion to open the public hearing for the re-zoning application by Jeremy Dodge of Today’s Builders for the re-zoning of parcel 08-21-207-001 on East 1st Street, from B-4 to B-3.

7 PUBLIC HEARING 

7.1. Open the Public Hearing – Re-Zoning of JFECC Properties from R-1 to B-4 

City Administration advised that this item is on the agenda because properties annexed into the City are automatically zoned R-1. However, this property will need to be rezoned to B-4 upon annexation. This agenda item is intended to address that rezoning, contingent upon the JF Edwards property being approved for annexation into the City.

Joe Bedford moved, seconded by Troy Christopherson, Motion to open the public hearing on the request for JFECC’s properties on Chicago Street and Ford Rd. to be re-zoned from R-1 to B-4 upon annexation into the City of Geneseo.

9.2. Consideration of the variance application submitted by Bryn Miller to conduct a burn on is 17.67 acres of A Zoned Property 

City Administrator Maeglin explained that this is an annual burn permit application submitted by Bryn Miller to conduct a controlled burn on his property.

Derek Bolme moved, seconded by Jeff Cowan, Motion to recommend to the City Council approval of the variance application submitted by Bryn Miller.

9.3. JFECC Re-Zoning Upon Annexation: R-1 to B-4 Map Amendment Page 3 of 4

City Administrator Maeglin explained that JFECC and the City have been in discussions regarding an $8 million expansion to be completed in two phases. The proposed new building, located off of Ford Road, will include a mechanic shop, wash bay, overhead crane, storage, and office space. As the area currently does not have access to sewer or sanitary services, the property would need to be annexed into the City to allow for the extension of sewer infrastructure.

A new TIF district, encompassing approximately 19 acres of the JFECC property, is proposed in conjunction with the annexation to support the project. Phase II will include the addition of a training center. The full project is estimated to bring approximately 30 new jobs to the area.

A question-and-answer discussion followed regarding whether surrounding properties would also be annexed. Maeglin and Rick clarified that neighboring homes and properties would need to apply separately for annexation. At this time, the proposed annexation applies only to the JFECC property.

Scott Schulte moved, seconded by Joe Bedford, Motion to recommend to City Council approval of a Map Amendment for the Re-Zoning of parcels 0822151036 & 0822151029 from R-1 to B-4 upon annexation into the City of Geneseo.
